The implementation of new evidence-based practices within a supervision agency is challenging under the best of circumstances, but it can become downright daunting when you add in legislative mandates and deadlines, organizational restructuring, and culture change issues. This workshop will share the experience of the Nebraska Parole Administration as it underwent transformation, with emphasis on its effective use of technology and data to promote and sustain practices. The discussion will include implementation challenges and the state’s strategies for success, such as real-time customized dashboards, quality assurance tracking, and the use of “The 4:1 Behavior Management System” software from Carey Group Publishing.

SESSION PRESENTERS

Jennifer Kisela
Deputy Program Director, Council of State Governments


Jennifer Kisela serves as a Senior Policy Analyst at the Council of State Governments Justice Center, providing technical assistance to states that are implementing justice reinvestment legislation. In her role, she provides content expertise in the areas of evidence-based practices in community supervision, quality assurance, correctional programming, and parole board decision-making. Prior to joining the CSG Justice Center, she worked for 15 years in community corrections with her most recent position as the Research and Continuous Quality Improvement Administrator at Oriana House in Ohio where she implemented and oversaw the training and coaching of staff on the use of effective interventions. In addition, Jennifer has provided training and coaching services as an independent contractor to community corrections agencies throughout the U.S. Jennifer holds a BA in Justice Studies from Kent State University and an MA in Criminal Justice from the University of Cincinnati.


Julie Micek
Director of Supervision & Services, NE Board of Parole/Division of Parole Supervision


Julie Micek is the Director of Parole for the State of Nebraska. Throughout her career she has worked in a variety of criminal justice settings including prisons and community based agencies, developing programs and delivering services. Julie is a Licensed Independent Mental Health Practitioner and has conducted trainings and workshops regarding staff self-care, psychological first aid and case planning. Julie is an adjunct professor at the University of Nebraska-Omaha where she teaches in the College of Criminal Justice. She is a graduate of the APPA Leadership class 2014. Julie holds a Master’s Degree in Counseling from The University of Concordia, River Forest, IL.
