NGI Rap Back Service: Enhancing Public Safety One Notification at at Time

The FBI’s Criminal Justice Information Services Division has deployed its Next Generation Identification (NGI) Criminal Justice (CJ) Rap Back Service to assist federal, state, and local agencies in the continuous vetting of individuals under authorized law enforcement investigation or under the supervision of criminal justice agencies. Once an initial fingerprint is retained in the NGI and a Rap Back Subscription is set on the NGI identity, then any subsequent pertinent activity by that individual that is picked up in the identity history will result in immediate notification to the subscribing agency. This workshop will provide a high-level overview of the FBI NGI CJ Rap Back Service, including the requirements to participate and the benefits of participation. We will also look at the types of information you can receive from NGI with Rap Back participation. Rap Back materials will be provided at the workshop as well as instructions to access information to the Law Enforcement Enterprise Portal (LEEP), which includes all the documents and material you need to start preparing for Rap Back participation.

Lisa Summers
Management and Program Analyst, FBI/CJIS Division
Ms. Lisa Summers joined the FBI Criminal Justice Information Services (CJIS) Division, located in Clarksburg, West Virginia, February 1996. She was certified as a fingerprint examiner until 1998 when she accepted a position with the National Instant Criminal Background Check System Section (NICS). As a Legal Instruments Examiner, she researched and analyzed federally mandated background checks on individuals submitting to purchase firearms. In 2006, Ms. Summers promoted to the NICS Appeals Services Team where she researched, analyzed, and adjudicated appeals for individuals with denied firearm transactions. As a NICS Regional Lead, she also worked to administer congressional appeals for states within that region. Ms. Summers accepted her current position as a Management and Program Analyst with the Biometrics Services Section, Next Generation Identification (NGI) Rap Back Service Team in May 2016. She has successfully assisted state bureaus into participation in both the Criminal Justice and Noncriminal Justice federal rap back service. Ms. Summers works to provide program specific information, continuous education, and programmatic support to state crime bureaus as they satisfy requirements for participation. She continues supporting partners even after requirements are satisfied, providing technical and programmatic support throughout implementation and as they continue their participation in NGI Rap Back.
