This workshop will demonstrate the importance of using risk assessment and treatment data in reducing recidivism among juvenile offenders. Risk assessment validation, criminogenic needs matching, treatment dosage, and adverse childhood experiences are examined by exploring published research and discussing the need for automated assessment tools, case planning, and dosage tracking protocols. While the risk-need-responsivity paradigm promotes matching of services to individualized criminogenic needs--and this framework has become part of our common lexicon--empirical evaluations of individual-level service matching that include actual dosage received are surprisingly sparse. The presenters will examine the efficacy of matching criminogenic needs to interventions within juvenile justice residential programs while also accounting for the dosages of services received (contact hours and number of weeks). An added benefit is that the related issue of cumulative traumatic exposure, as measured by the Adverse Childhood Experiences (ACE) score, and its implications for juvenile offender success will be elucidated.

Michael Baglivio, PhD

Michael Baglivio, Ph.D., has focused research on evaluation of juvenile justice reform initiatives, including assessing the predictive validity of risk/needs assessment, reducing recidivism through a disposition recommendation matrix, examining changes in dynamic risk and protective factors, and the significance of Adverse Childhood Experiences (ACEs) in juvenile outcomes for more than 10 years. Dr. Baglivio holds a doctorate in criminology, law, & society, and master’s degrees in rehabilitation counseling, as well as sociology, all from the University of Florida.

Diana DeMedio
President, Noble Software Group


Diana Norris is a founding owner of Noble, which was established in 2012 to serve criminal justice agencies. Her career began as a Mental Health Professional in the juvenile justice system in 1992 as a Licensed Professional Counselor. Ms. Norris continued her work with youth by assisting the adult prison system in Texas develop a program for youthful offenders incarcerated in adult prisons, where she ultimately served as the Director for that program in Texas until becoming the Assistant Warden for the adult facility where the program was located. Ms. Norris also served as a consultant for the National Institute of Corrections assisting other states during their implementation of Evidenced-Based Practices and programs for youth incarcerated in adult prisons. She obtained her Bachelor's Degree from Baylor University and her Master's Degree from the University of North Texas.

Katherine Jackowski
President, Analytic Initiatives LLC


Katherine Jackowski has more than 10 years experience in the juvenile justice field, primarily performance and outcome evaluation by leveraging technology to assist data-driven decision-making through data collection, analysis and interactive visual analytics, including the development of performance measurement management dashboards. Ms. Jackowski earned her bachelor’s degree in International Business from Florida Atlantic University and her master’s degree from Florida State University College of Criminology and Criminal Justice. Her research interests include examining risk assessment change scores, juvenile recidivism, measuring key performance indicators and process and outcome evaluation.
