LEAD San Francisco is an innovative pre-booking diversion program aimed to respond to individuals at high risk of recidivism when they come into their earliest contact with law enforcement. Under the auspices of the program, such individuals are referred to community-based health and social services as an alternative to jail and prosecution. This program, implemented in October of 2017, has specifically focused on better meeting the needs of individuals in two neighborhoods in San Francisco who have a history of substance use and drug-related offenses. It has three goals: (1) reduce the recidivism rate for individuals with drug-related offenses, (2) strengthen collaboration across city and community-based partners, and (3) improve the health and housing status of the targeted population. Come hear how the program is going now that almost two years have passed since its implementation. Join us as we discuss program successes, challenges, and areas of growth!

Tara M Anderson
Secretary, MI Department of Corrections


Tara Anderson has over 15 years of experience working within governments to provide services and improve outcomes for individuals impacted by criminal justice systems. Tara is currently Director of Policy at the SF DA’s Office. She manages a portfolio of federal, state and local grants, serves as office policy liaison for issues related to sentencing, pre-trial diversion, human trafficking, victim services, bail reform, and data driven decision-making. She received her MPP at the Goldman School of Public Policy, UC Berkeley.

Cristel Tullock
Chief Probation Officer, City and County of San Francisco Adult Probation


Cristel Tullock is the Director of Special Programs at the SF Adult Probation Department. She earned her MSW from SF State in 2005. In her capacity with the Probation Department, she has managed the operations of Mandatory Supervision, Post Release Community Supervision, and the Sex Offender Unit. She actively participates in collaborative criminal justice partnerships and community initiatives.
