Advancing the Performance in Adult Risk and Needs Assessment for Sexual Offending

This workshop will shed light on the challenges and opportunities for developing and validating a sexual recidivism risk assessment for both institutional and community corrections settings. Given the inherent challenge in predicting a rare outcome like sexual recidivism, the Urban Institute is collaborating with multiple adult corrections agencies across the country to create a large database that can be used to produce highly reliable and generalizable findings on the risk characteristics and recidivism among individuals who have a history of sexual offending. Preliminary findings and lessons learned by our team of researchers and practitioners will be shared during this session to inform other jurisdictions on the use of risk assessments for targeted supervision and treatment programming.

SESSION PRESENTERS
KiDeuk Kim
Sr. Research Associate, Urban Institute
KiDeuk Kim is a Senior Fellow in the Justice Policy Center at the Urban Institute, where he leads multidisciplinary research teams to examine issues related to criminal justice interventions and policies. His current research focuses on understanding decision-making in the criminal justice system and evaluating criminal justice programs.
Ashlin Oglesby-Neal
Research Associate, Urban Institute
Ashlin Oglesby-Neal is a Research Associate in the Urban Institute’s Justice Policy Center. Her research includes developing and validating risk assessment tools, examining law enforcement use of social media for community engagement, and evaluating the impact of sex offender treatment on recidivism. She has worked with multiple state and local justice agencies to pilot risk assessments and collect data. Her analytic capabilities include data processing and management, regression, survival analysis, text mining, machine learning, and data visualization.
Dr. Kelly Roberts Freeman
Senior Court Research Associate, Urban Institute
Kelly Roberts Freeman is a Research Associate in the Justice Policy Center at the Urban Institute, where she conducts research on sentencing, data-driven decision-making, alternatives to incarceration, and risk reduction policies and practices. She is currently working on projects involving risk assessment, federal justice statistics, and state court case processing. She is experienced in administrative justice data, program evaluation, quantitative methods, and technical assistance.
