Bold Move: Where Did the Juvenile Supervision Unit Go?

Upon observing a youth next to a client who had colorful expletives written across his forehead, our department decided we could do better. In a bold move, the Solano County Probation Department's Juvenile Supervision Unit was moved to the Sullivan Youth Services Center. This center offers a holistic approach, with programs and interventions available in a one-stop shop location. Partnerships and collaboration with agencies were enhanced, especially with the Fairfield Police Department's Youth Services. The onsite Police Activities League offers an array of activities including leadership academy, studio beat time, and Alive and Free/WHYTRY discussions. Sullivan hosts a milieu of supportive services, including school district staff, a food pantry, a clothing closet, and SafeQuest services for sexually exploited youth. For youth to succeed, key organizations must work together. Troy Oviatt
Police Sergeant (Youth Services Unit), Fairfield Police Department
Troy Oviatt has been Police Sergeant since 2011 with Fairfield Police Department and Academy Instructor since 2014. He has oversight over Youth Services and is Police Activities League Executive Director. Since hired (2001), he’s been on patrol, detectives, FBI Task Force, Field Training Officer, and SWAT Leader. Troy holds a Master of Science (Criminal Justice) from California State University-Sacramento and Bachelors (Psychology, Criminal Justice Administration) from Sonoma State.
Amy Potter
Probation Services Manager, County of Solano - Probation Department
Amy Potter has been Probation Services Manager at Solano County Probation in Fairfield, California since 2014. She began as Deputy Probation Officer (DPO) in Minnesota (1997). Since DPO in Solano County (1999), she’s worked Pretrial Services, Postrelease Community Supervision, Intake/Traffic, Repeat Offender Prevention, Multi-Agency Inter-Disciplinary Team, and Supervision. She holds a Bachelors (Social Work) from College of St. Scholastica and attended graduate school at University of Minnesota-Duluth.
Melani Zamora
Supervising Deputy Probation Officer, County of Solano - Probation Department
Melani Zamora has been Supervisor at Solano County Probation since 2015. She began as clerk (August, 2006) and following promotion to DPO, her duties have included Court, Domestic Violence, OffenderLink, Intake, and Juvenile Supervision. She is a Motivational Interviewing and EPICS II coach, and assisted with implementation of Youth Achievement Center. Melani holds a Bachelor of Science (Criminal Justice) from Sacramento State.
