Hear presenters from the Los Angeles County Probation Department (LACPD) share their perspectives on substance use treatment strategies for counties with extremely large probation populations like theirs. Developing effective programs in these circumstances poses special challenges. This session will provide attendees with LACPD data on defendants with substance use issues and how their needs are addressed. The data will include current population size, caseload size, referral type, and recidivism rates. Also discussed will be caseload types, including drug courts, narcotic testing units, and regular supervision. LACPD’s experiences in using evidence-based principles to produce successful effective outcomes will be reviewed, and participants will be helped to develop case plans for their own jurisdictions.

Michael Esparza
Special Assistant, Los Angeles County Probation


Michael Esparza - Supervising Deputy Probation Officer, has been the department-wide Narcotics Testing Unit Consultant and Substance Use Programming, Subject Matter Expert (SME) since 2012. SDPO Esparza has been with the department since 1999. Since that time, he has worked the Juvenile Institutions, Juvenile Residential Treatment Facilities, School Based Probation, Program Evaluation Office, Adult Field Staff Assistant, Post Release Supervision Supervisor, Adult Automated Caseload Supervisor, Narcotics Testing Unit Consultant. SDPO Esparza is a California State Certified Trainer who provides all Substance Use Trainings, Narcotic Testing Training, and Assessment Trainings for the entire department. SPDO Esparza keeps current with all subjects related to substance use and treatment by attending conferences and classes related to the subject. He is an active member of the APPA, and California Narcotics Officers Association (CNOA). He has a master’s in organizational management an Bachelor of Arts in Psychology.
