One of the main goals of the Interstate Compact for Adult Offender Supervision (Compact) is to get offenders who are subject to supervision to the place where the best chances for success exist. Therefore, the Compact provides a mechanism for supervision responsibilities to be transferred to a state other than the one where an offender is convicted. Since policies—and the extent of reforms and innovations in community corrections—vary from state to state, this can mean that supervision practices, incentives, sanctions. and interventions may be very different for an offender transferred under the Compact than they would have been had that offender remained in the sentencing state. States accepting relocated offenders will need to apply supervision practices for the transferred offenders that are consistent with those for offenders sentenced in the supervising state. In this workshop, participants will learn the role of the Compact, its authority, its expectations for states accepting relocated offenders, and how the Compact provides best practices for communicating and documenting behavior. This workshop is intended for community supervision and judicial professionals.

SESSION PRESENTERS
Tracy Hudrlik
Interstate Director, MN Department of Corrections
Tracy Hudrlik is currently the Deputy Compact Administrator for the Minnesota Department of Corrections. In this role, she is responsible to provide statewide direction, planning and coordination of all activities related to the Interstate Compact for Adult Offender Supervision and Interstate Compact on Juveniles. She is the primary liaison between the Dept. of Corrections and the courts, corrections agencies, attorneys, law enforcement, compact staff across the country and other agencies with regard to the Interstate Compact process. Tracy is the Chair for the national DCA liaison committee and an ex-officio member of the national Rules and Executive Committees.
Jacey Rader
, Nebraska State Probation
Jacey Rader was appointed as Assistant Deputy Administrator of the Administration & Operations Division in May of 2018. Jacey serves as the Commissioner for the Interstate Compact for Adult Offender Supervision (ICAOS) and the Interstate Commission for Juveniles in the State of Nebraska.
