Intensive Session: Cannabis & Community Supervision: An Abundance of Challenges

APPA hosts and in partnership with The National Alliance To Stop Impaired Driving (NASID) and Responsibility.org, this session will train attendees on recognizing the signs of cannabis impairment during a Green Lab. Volunteers who have consumed cannabis will be put through a series of tests to demonstrate the observable signs and symptoms of impairment, specifically, how cannabis impacts a person’s ability to drive. Volunteers will undergo a mock roadside sobriety assessment by law enforcement to demonstrate how officers detect impairment. All attendees will be given the opportunity to observe the volunteers to highlight their own observations of impairment.

SESSION PRESENTERS
Chuck DeWeese
President and CEO, Connecting Clients Counseling, LLC
Chuck DeWeese is the President of Connecting Clients Consulting, LLC, based in Saratoga, New York. He provides strategic consulting services in traffic safety, including initiatives targeting impaired driving, distracted driving, Commercial Motor Vehicle Safety, younger drivers, speed, pedestrian and bike safety, automated vehicles, traffic enforcement issues and risky driving behaviors. He has over thirty years of experience in federal and state government, including 17 years as a Special Agent and Field Office Supervisor for the Federal Motor Carrier Safety Administration (FMCSA) regulating the trucking industry. Most recently, Chuck served as the Assistant Commissioner of the New York State Governor’s Traffic Safety Committee from 2007-2022. Chuck was the Governor’s State Highway Safety Office director and administrator of the $60 million National Highway Traffic Safety Administration (NHTSA) grant program, administering over 500 grants annually in all 62 counties. He coordinated traffic safety grant activities of the 14 agencies comprising the committee and created, implemented and evaluated the state’s annual Highway Safety Plan. He was additionally responsible for the $20 million statewide STOP-DWI program and the $3 million Office of Cannabis Management sub-allocation. In addition, Chuck served on the executive board of the Governor’s Highway Safety Association and was Chair from 2020-2022.
Jon D. Huber
Impaired Driving Training Coordinator, Seattle Police Department
In November of 1998, Officer Jon Huber, Huber to his friends and colleagues, started his career. His early police work was done in downtown Seattle, making 100’s of drug arrests and processing DUIs as found and requested by his fellow patrol officers. By June of 2004 he was assigned to the SPD DUI/DRE Squad where he worked until August 2012. During that time, he became a DRE as well as an instructor for all things DUI.
As a DRE for the past 18 years, Officer Huber has presented numerous times at the local, regional, and national levels to civilians, law enforcement, prosecutors, and judges. Huber coordinated the Field Certification portion of the WA State DRE Training program from 2006 to 2016.
In 2012, Officer Huber transferred to the SPD training unit and in 2016 created his current position as the SPD Impaired Driving Training Coordinator. Huber’s primary focus has been to mentor younger officers and motivate/guilt the older officers into processing “just one more impaired driver.” Huber also serves as the SPD DRE Coordinator, District 2 DRE Regional Coordinator, WA Law Enforcement Liaison Region 7/8 LEL, sits on the WA State DRE Board and is a hell of a guy who enjoys nice whiskey.
