Intensive Services Foster Care for Juvenile Justice-Involved Youth

Launched in September 2021, the Intensive Services Foster Care for Juvenile Justice Involved Youth Program is a collaboration of the San Francisco Juvenile Probation Department (JPD) and Alternative Family Services (AFS)—a non-profit Foster Family Agency. To minimize the use of secure detention and achieve better outcomes for youth ordered to out of home placement—particularly Black, Indigenous, and youth of color—this program recruits, trains, and certifies culturally responsive foster homes specifically for juvenile justice involved youth. AFS provides comprehensive 24/7 support/services to youth and foster families to promote successful outcomes, including individualized case management, peer support, and mental health services. During this workshop, JPD and AFS will share how this collaborative program was developed and funded, how families are recruited to serve the complex needs of the target population, and how other jurisdictions might replicate the model.

SESSION PRESENTERS
Jessica Bishop
Probation Officer, San Francisco Juvenile Probation
Jessica Bishop is a Supervising Probation Officer at the San Francisco Juvenile Probation Department (JPD), where she has worked since 2017. In this role, Jessica collaborates with justice system partners to help youth and families navigate the juvenile justice system, with the goal of planting seeds in youth that may one day flourish in the future. Previously, Jessica worked as a case manager for justice involved youth in San Francisco at a community-based organization. Jessica was born and raised in San Francisco and was inspired to become a Juvenile Probation Officer due to her personal experience in the juvenile justice system and her admiration for her Juvenile Probation Officer. She received an associate’s degree in administration of justice from the City College of San Francisco, and a bachelor’s degree in criminal justice from San Francisco State University.
Rosa Hernandez
Program Director for the Juvenile Probation Program, Alternative Family Services
Rosa Hernandez is the Program Director for the Juvenile Probation Program at Alternative Family Services. Rosa believes that every child is born with a purpose and full possibilities, and that it is up to the adults to help bring it to pass. In addition, Rosa believes that a person’s past does not determine their future. As humans we are full of potential, and only require one person to believe and care enough to invest time in developing and growing the gifts that are inside of a young person.
Rosa has worked with youth in Foster Care for over six years, providing one on one support to help decrease symptoms of trauma. Rosa empowers youths with strategies to help recognize emotions that often lead to overwhelming feelings of frustration, which are often seen as aggression and destructive behavior. Rosa teaches self-advocacy and is often found encouraging youth to use their voice to help write the story of their personal journey.
Rosa holds a BA in business management and a master’s degree in clinical mental health counseling from the University of Phoenix.
Maria McKee
Director of Research and Planning, San Francisco Juvenile Probation
Maria McKee is the Director of Strategic Planning, Policy, & Public Affairs at the San Francisco Juvenile Probation Department (JPD), where she leads data-driven policy development and justice system transformation efforts grounded in advancing racial equity, community collaboration, and community safety. Previously, she served as the Director of Research & Analytics at the San Francisco District Attorney’s Office, where she spearheaded research to promote fairness, transparency, and effectiveness in the justice system, and managed local data-sharing policy and statewide legislative efforts regarding criminal record clearance. Maria started her career as a Policy & Program Analyst for the San Francisco Superior Court, supporting the development and implementation of evidence-based policy and practice across six Collaborative Courts. Maria holds a bachelor’s degree from Wesleyan University and master’s degree from the Goldman School of Public Policy at UC Berkeley.
Dr. Rita Williams-Washington, EdD
Program Director II, Alternative Family Services
Dr. Williams-Washington earned her master’s in social work, with an emphasis in program operations from San Francisco State University in 1991. In 2012, Dr. Williams-Washington earned her doctorate in Educational Leadership at Sacramento State University. Dr. Williams-Washington joined the AFS team in 2010. She is a published author and has written articles on “Contributing Factors to Successful Foster Youth.”
Dr. Williams-Washington motivation for working with this population came from her parents. They provided a home for many children over the years. This journey began when she was in high school. She is energized and motivated by having the opportunity to work in the capacity of making a difference in the lives of people and allowing them to make a difference in her life. Her motivation comes from successful stories of, reunification, adoption, and emancipation. She enjoys being a part of a team that nurtures, supports, and really cares about the needs of children. Working at AFS allows the opportunity to do what she does best, working with families and especially children.
