Ms. Rachel E. Starkey began her career with the Federal Bureau of Investigation, Criminal Justice Information Services Division, in Clarksburg, West Virginia, in October 2008, as a Fingerprint Examiner with the Biometric Services Section. In July 2021, Ms. Starkey accepted a position as a Management and Program Analyst with the Biometrics Services Section, Next Generation Identification (NGI) Rap Back Services Team. She provides information to and assists federal and state partners with the participation requirements and ongoing guidance to agencies who are continuously evaluating their employed individuals in order to enhance public safety.
