To demonstrate the impact of utilizing a data-driven approach and the reduction of corrections and related criminal justice spending, to gain a better understanding of implementing evidence-based strategies that can increase public safety while holding offenders accountable, understand how a defendant’s risk and needs can enable the criminal justice system to divert offenders from prison, and examine the results of risk and needs assessments and how they can enhance the quality of judges’ sentencing decisions for those offenders eligible for community supervision.

SESSION PRESENTERS
Dir. Chadwick James Libby
Director, Dauphin County Probation Services
Chadwick J. Libby is the Director of Dauphin County Probation Services. He started his career in Dauphin County in 1998 as a Juvenile Probation Officer. He was promoted to Director of Adult Probation and Parole in March 2012. Then in June 2013, he was appointed as the Director of Probation Services, a position with administrative leadership responsibility for both the Dauphin County Juvenile Court and the Criminal Division of the Court of Common Pleas. Chad regards some of his core leadership responsibilities to be the protection of the community, the enhancement of public safety and ensuring that probation and parole policies and practices are guided by evidence-based practices that demonstrate effectiveness. He also created the first Quality Assurance Program for Adult and Juvenile Probation in Pennsylvania. Chad serves on a variety of boards and committees including the Executive Committee of the Pennsylvania Council of Chief Juvenile Probation Officers, the County Adult Chief Probation Officer’s Association’s EBP Strategic Planning Leadership Team and the Pennsylvania County Firearms Education and Training Commission. In addition, he chairs the Dauphin County Re-entry Committee, the Safety Committee of the Pennsylvania Council of Chief Juvenile Probation Officers, and the Evidence Based Practices Committee of the County Chief Adult Probation and Parole Officers Association of Pennsylvania.
