The proliferation of the availability of mobile technologies provides multiple opportunities for agencies to evaluate policy as it relates to their utilization of technology in supervision procedures. Combining technology advancements with ongoing research supports a multitude of supervision strategies that improve officer efficiency and client outcomes. This session will focus on the advantages of the use of remote reporting technology from representatives of three states. Agencies in these states moved to change policy to embrace research-based approaches to remote supervision and fieldwork. This dynamic panel will provide experiences from an administrative policy and implementation perspective to experiences from officers in the field. You will also learn about their “why” for believing this is a step forward in providing appropriate levels of supervision for those on their caseloads.

Chuck Haling
President, Fieldware LLC

Tiffany McNeely
Probation Officer, Hamilton County Probation Services


Tiffany McNeely has been with the Hamilton County Department of Probation Services for 17 years and became a supervisor in 2022. She currently leads a team of six officers who supervise low risk clients using FieldWare, a system that her department launched in 2017. Prior to becoming a supervisor, Tiffany worked in various capacities within the department, including an intake officer and a line officer. Tiffany is passionate about her work and likes helping both her team and the clients they supervise. In her spare time, she enjoys spending time with her husband, two daughters, and fur baby.


Todd Schwent
Assistant Division Director, MO Department of Corrections Division of Probation and Parole


Todd Schwent is a 1996 graduate of Missouri State University. He started his career as a Probation and Parole Officer with the Division of Probation and Parole in July of 1996 and supervised a variety of caseloads while working in the metropolitan St. Louis area. In 2005, Todd promoted to Unit Supervisor and later oversaw the St. Louis County Treatment Court Program for Probation and Parole and assisted in the implementation of the DWI Court Program in St. Louis County. In 2013, he was promoted to a District Administrator position in St. Louis City overseeing the St. Louis City Treatment Court, Veterans Court, and St. Louis City Court Office. Todd assumed the District Administrator role in St. Louis County for the St. Louis County Court office in 2017 prior to his promotion in 2018 to the Regional Administrator position for the Northeast Region. In January of 2019, he was promoted to his current position as the Assistant Division Director for Probation and Parole. Todd serves as a trainer in multiple areas, assists in policy development and implementation, provides oversight of the divisional Quality Control Unit, and serves as the divisional legal and legislative liaison.


Dir. Joe W Winkler
Assistant Secretary, FL Department of Corrections


Joe Winkler serves as the Assistant Secretary of Community Corrections with the Florida Department of Corrections, where he provides oversight to 140 probation offices statewide and direction to correctional staff supervising 150,000 adult felony offenders. He also provides direct oversight to the four Community Corrections Regional Directors, as well as the Bureau of Probation & Parole Field Services and the Bureau of Community Programs. Mr. Winkler started with the department in 2001 as a probation officer. He has served the department in multiple roles holding every certified position and being promoted to his current position as the top person in Florida Community Corrections. Mr. Winkler received his Bachelor of Arts Degree in Criminology from Saint Leo University. He serves on the Board of Directors with the Florida Association of Community Corrections and the National Association of Probation Executives. He is the Florida Commissioner of Interstate Compact and on the Board of Governors with the American Correctional Association. Mr. Winkler is a member of the National Institute of Corrections Probation and Parole Executives and the American Probation and Parole Association.
