The Strongest Link to Positive Outcomes - Case Planning

Many agencies have said that the most difficult part of implementing evidence-based practices is linking the information obtained during the assessment process to a case plan and the using the plan as a roadmap during community supervision. Indeed, the APPA Past Presidents have found this to be true helping agencies use the APPA Building and Sustaining an EBP Organization Checklist. Useable Case Planning is the key linchpin on which agencies implement effective targeting of criminogenic domains and reduce recidivism measures, and measure EBP success or failure. Learn the critical characteristics of effective case planning and practice building a case plan during a scenario-based learning activity. Examples of agencies who have highly developed case planning will be discussed and examples shared with the class.

Susan Burke
Executive Director, Carey Group
Susan Burke, Executive Director, The Carey Group svburke16@gmail.com Susan Burke is the Executive Director for The Carey Group, a practitioner-led consulting firm dedicated to advancing the use of research-informed practices for a more fair and effective justice system. Susan has more than 30 years of experience working in the justice field, implementing and leading change efforts as a probation executive and former director of a state juvenile corrections agency. She is the past president of the American Probation and Parole Association (APPA), serves on the Board of Directors for the National Association of Probation Executives, and is a member of the Youth Correctional Leaders for Justice Steering Committee. She also served on the Executive Committee for the Council of Juvenile Justice Administrators and was the recipient of its 2015 Outstanding Administrator Award.
Scott M Taylor

Scott has worked for 47 years in the field of Corrections. He has worked in juvenile and adult institutions, run a Residential Center, served as a counselor, probation and parole officer, supervisor, and as both a County and State Director of Probation and Parole in Oregon. He is a Past Treasurer and President of the American Probation and Parole Association (APPA). He was the recipient of the APPA Walter Dunbar Memorial Award, coordinated the 2nd World Congress on Probation. He is the Past President of the Luke Center for Catalytic change, the Mayor and City Counselor for Camby, Oregon. He has served as a consultant for the National Institute of Corrections and the National Center for State Courts, SCRAM, and several state and local Probation and Parole Operations. He is one of the principles of JustUs Consulting.
Ray Wahl
Founder, Justus Consultants
Ray has worked in the field of community corrections for 45 years. He has served as the Director of Utah Adult Probation and Parole and the Utah Juvenile Court Administrator, who oversees the operation of juvenile probation. He has delivered consulting services in several states and internationally. He retired from the Utah Courts in July 2019 after serving twenty years and most recently as Deputy State Court Administrator for the last eight years. He has been a lifelong member of the American Probation and Parole Association and served as President from 1999 to 2001. He received the APPA Walter Dunbar Memorial Award in 2008 and the National Association of Probation Executives Executive of the Year in 2011. He has served on various committees and been a consultant for the National Institute of Corrections, the National Council of Juvenile and Family Court Judges and the National Center for State Courts. He is one of the principles of JustUs Consulting.
Kathy Waters: Ms. Waters has over 36 years of criminal justice experience. She began her career with the Oklahoma Department of Corrections in 1984 as a Probation and Parole Officer. In 1989, she served the Department in the capacity of Training Coordinator of CLEET (The Council on Law Enforcement Education and Training). From December of 1989 until September of 1994, she was the District Supervisor of Probation and Parole, District V, in Enid. In September 1994, she was appointed the Deputy Director of Offender Services. Ms. Waters was named the Deputy Director of Probation and Parole/Community Corrections on March 17, 1997. She served in this capacity until January 2001, at which time she became the Division Director of the Adult Probation Services Division for the Administrative Office of the Courts, Arizona Supreme Court. Ms. Waters has led the initiative of Evidence Based Practices in Probation and Pretrial in the state as outlined in the Supreme Court’s Strategic Agendas with outstanding and promising results. In 2015 she received the Supreme Court’s Strategic Agenda Award for her efforts in implementing Evidence Based Pretrial Services in Arizona. In June 2016, she was awarded the Courts Administration of Justice Award recognizing her contributions and impacts to Arizona Probation and the Courts over a long period of time. In 2017, Ms. Waters was the recipient of the George M. Keiser Award for exceptional leadership from the National Association of Probation Executives. In 2018 she received the Susan Hunter Award from the Association of Women Executives of Corrections. Ms. Waters recently retired from the Supreme Court AOC after 19 years of service.
