One Million DWI’s- How we can Stop the Recidivism of High Risk Impaired Drivers

In 2019, there were over a million drivers arrested for driving while intoxicated and 10,421 impaired driving traffic fatalities. Research tells us that about two thirds of the impaired driving population will never get another DWI while the other third will continue to recidivate. How do we determine who is most at risk to recidivate and how can we stop them from reoffending? This interactive presentation will provide an overview and continuum of the most recent evidence-based practices in addressing the challenges of identifying and supervising high-risk impaired drivers. This includes the latest research on the use of assessment tools to determine risk and needs, supervision strategies and specific countermeasures that are effective with both alcohol and drug-impaired drivers. Participants will learn best practices in the use of DWI specific assessment tools, community supervision strategies and treatment programming to help maximize effectiveness in reducing risk to the community.

SESSION PRESENTERS
Chris R Konschak
, Foundation for Advancing Alcohol Responsibility
Chris Konschak is an impaired driving/traffic safety professional and lawyer with over 30 years experience. He joined Responsibility.org as Senior Director of Traffic Safety and Government Relations in 2020. He spent the last 17 years as Director of Mothers Against Drunk Driving, Virginia. Chris began his career as a Congressional Aide with US Senator Alan Cranston. He has also worked as the Director of the Virginia Federation of Communities for Drug-Free Youth, the Director of Offender Aid and Restoration, the Public Safety Planner for the City of Richmond, VA, and an Administrator with Virginia Department of Behavioral Health & Developmental Services. He has devoted his career to serving others and working to prevent impaired driving. Chris earned his JD from Howard University School of Law and his BA in Political Science and Speech Communications from the University of Richmond.
Mark Stodola
Probation Fellow, American Probation and Parole Association
As National Highway Traffic Safety Administration’s Probation Fellow, Mark Stodola brings over 30 years of experience working in the field of court management and adult probation in Arizona. Mark worked at the Maricopa County Adult Probation Department for 18 years serving in a number of capacities including division director overseeing drug and alcohol treatment programs, problem solving courts and services for the mentally ill. Mark later became the Court Administrator of the Tempe Municipal Court where he served for eight years managing the day to day activities of the court. Most recently Mark served as Program Services Manager in the Adult Probation Services Division of the Arizona Supreme Court where he had oversight of treatment programs for Arizona’s Adult Probation Departments. Mark has presented training on topics surrounding high risk drunk drivers at national, regional and state conferences throughout the country. Mark also is an adjunct instructor at Arizona State University. Mark received his undergraduate degree in History from the University of Wisconsin-Madison and his Master’s Degree in Education from Northern Arizona University. Mark became a Graduate Fellow through the National Council of State Courts Institute of Court Management.
