This presentation is designed to assist agencies that use offender tracking technology, develop best practice protocols for GPS evidence. This presentation will help agencies establish procedures that optimize the value of GPS offender tracking evidence. The presentation will include guidance regarding the effective management, preservation, and introduction of offender tracking evidence. We will also discusses recommendations for offering courtroom testimony.

Tom Corwin
Director of Strategy, SCRAM Systems
Tom Corwin is the Director of Strategy at SCRAM Systems working on product, sales, and technology strategy direction across all facets of their business. Tom started in the industry working in sales for BI, Incorporated for three years after graduating from Northeastern University with a BS in Criminal Justice. He now holds a Masters in Project Management from Northeastern University as well. After a brief stint working in national security for four years, he returned to work for SCRAM Systems in 2014. Since then, he has worked as an account manager, sales engineer and now runs the sales engineering and strategy team for SCRAM. Throughout his eight years at SCRAM Tom has helped launch multiple products and partnerships, help implement and create the go to market strategies for products both domestically and around the world to include New Zealand, Australia, United Kingdom, and Canada. Tom’s current focus is developing the most innovative and customer beneficial product roadmap for the corrections market.
David Scheppegrell
Senior Vice President, Sentinel Offender Services LLC
David is a nationally recognized expert in the field of offender tracking and GPS evidence. David has over 37 years of law enforcement experience and has testified across the country as an expert witness in matters related to offender tracking evidence. David was the lead practitioner on the U.S. Department of Justice Offender Tracking Standard Committee. David has authored and co-authored National Institute of Justice publications on offender tracking technology and offender tracking evidence protocols. David is a Senior Vice President at Sentinel Offender Services and oversees their channel partners.
