The Florida Department of Corrections continues to explore innovative ways for supervising individuals on supervision. This presentation will be four presentations in one. The first will highlight a newly developed special team called Searching Offenders to Ensure Compliance (S.O.T.E.C.). The second presentation highlights a newly created Bike Unit used to conduct the supervision of individuals in urban areas in partnership with our law enforcement partner bicycle units. The third presentation highlights a new Re-Entry Program called F.A.C.E. I.T. which emphasizes the importance of family, attitude, communication, employment, improvement, and taking responsibility. The last presentation highlights the newest member of the Florida fleet- the Mobile Probation Unit. This is a one-of-a-kind presentation and a can’t miss for anyone who serves in the community!

SESSION PRESENTERS
Michael Anderson
Regional Director, FL Association of Community Corrections
Since 1991, Regional Director Anderson has worked for the Florida Department of Corrections in several positions both in institutions and community corrections, to include classification officer, field probation officer, case analyst/auditor, field leasing agent for community corrections, Deputy Circuit Administrator for the 13th Judicial Circuit, Deputy Regional Director and currently Regional Director. In that role, he also developed and implemented policies and procedures for community corrections field operations. During his career with the Department, he has gained valuable experience in operations, program efficiency, fiscal/budgetary management, leadership, and personnel development. Director Anderson is a 2022 recipient of the Heroes in Public Safety Lifetime Achievement Award, a 2016 graduate of the Florida Criminal Justice Executive Institutes Executive Leadership Seminar, a 2013 graduate of the Institutes Senior Leadership Program and 2006 Correctional Supervisory Leadership Certification Program that was held at the now Pat Thomas Law Enforcement Academy. He’s a member of the American Probation and Parole Association, the American Correctional Association, a former member of ACA’s National Delegate Assembly, served four years as vice president of the Florida Association of Community Corrections and currently serving as the President of the Florida Association of Community Corrections.

Assistant Secretary, FL Department of Corrections
Joe Winkler serves as the Assistant Secretary of Community Corrections with the Florida Department of Corrections, where he provides oversight to 140 probation offices statewide and direction to correctional staff supervising 150,000 adult felony offenders. He also provides direct oversight to the four Community Corrections Regional Directors, as well as the Bureau of Probation & Parole Field Services and the Bureau of Community Programs. Mr. Winkler started with the department in 2001 as a probation officer. He has served the department in multiple roles holding every certified position and being promoted to his current position as the top person in Florida Community Corrections. Mr. Winkler received his Bachelor of Arts Degree in Criminology from Saint Leo University. He serves on the Board of Directors with the Florida Association of Community Corrections and the National Association of Probation Executives. He is the Florida Commissioner of Interstate Compact and on the Board of Governors with the American Correctional Association. Mr. Winkler is a member of the National Institute of Corrections Probation and Parole Executives and the American Probation and Parole Association.
