SESSION PRESENTERS

Joey Cooper
Solution Engineer, SCRAM Systems


Joey Cooper is the Solutions Engineer at SCRAM Systems working alongside the Product and Business Development teams. Joey graduated from San Diego State University with a BS in Criminal Justice and started working in the industry as a case manager for SCRAM of California, a service provider operating in the Southwest. Joey then took over GPS Operations for SCRAM of California and their subsidiaries managing accounts across five states ranging from local, county, state, and federal contracts. Joey has helped trained law enforcement agencies on GPS best practices as well as testified to GPS data in multiple states. He then joined SCRAM Systems in 2022 as the Solutions Engineer where and acts as a technical resource for the Sales and Product teams to support continued product success and development. Throughout his time at SCRAM Systems, Joey has worked with multiple agencies domestically and internationally, helping implement new programs and assisting with product development.


Mrs. Elizabeth Hammond
Program Manager, Hamilton County Pre-Trial Services


Elizabeth Hammond is the Program Manager for Hamilton County Alternative Sentencing Pre-Trial Services, a position she has held since the program's inception in 2018. With over two decades of experience in the criminal justice system, she has dedicated her career to improving pre-trial release and supervision, with a focus on innovative and effective alternatives to incarceration. Elizabeth began her career in 2000 at Hamilton County General Sessions Court while pursuing her degree. She later joined the Tennessee Department of Corrections in 2005 as a Probation Officer and advanced to the position of Program Manager over the Sex Offender Unit for a five-county region in 2011. Throughout her career, Elizabeth has developed a strong expertise in pre-trial services, probation, and offender management. A graduate of the University of Tennessee at Chattanooga, Elizabeth also completed the Pre-Trial Executive Directors Program from the National Institute of Corrections. She has played a key role in educating county executives across Tennessee about pre-trial release and supervision, working with Knox and Davidson Counties through Tennessee Pre-Trial education events and symposiums. Elizabeth has also presented Hamilton County’s Pre-Trial program at local, state, and national forums, sharing best practices and program insights. As the lead training point of contact for the Tennessee Electronic Monitoring Indigency Fund, Elizabeth oversees grant-funded support for electronic monitoring devices for indigent pre-trial and post-conviction defendants, ensuring equitable access to technology that aids in monitoring and supervision. In her personal life, Elizabeth resides in Hixson, TN, with her husband, son, and two dogs. A passionate Tennessee Volunteer fan, she also enjoys attending local CFC Soccer games. Looking ahead, her dream is for her and her husband to retire, sell all their possessions, and travel the world by RV and cruise ship.


Laura L. Petty
Executive Director, Daviess County Community Corrections


Laura L. Petty presently holds the position of Executive Director at Daviess County Community Corrections in Indiana. She earned a Bachelor of Science degree in Criminology from Indiana State University and began her time at Community Corrections in 2008. Throughout her career, she has assumed various roles including Assistant Director, Program Manager, and Case Manager. Her responsibilities have encompassed the formulation and execution of Quality Assurance and Continuous Quality Improvement protocols within the organization. Furthermore, she is a certified facilitator in MRT, MRT-DV, Anger Management, and Moving On, and possesses multiple certifications for diverse assessment tools and guides. Laura is also an active member of several community boards such as Local JRAC, RISE Peer Recovery, and PACE Community Action Agency.
