Reducing Recidivism through Mobile and Machine Learning Technologies

In this workshop participants will learn how the Arkansas & Kentucky Departments of Corrections are utilizing innovative mobile technologies to make programs and services more accessible for clients, encourage positive behavior change, and reduce future system involvement. This interactive session will include an overview of how jurisdictions are incorporating the InTouch Client Portal, Texting Portal, and Reentry Simulator to enhance supervision practices and outcomes, particularly during the pandemic when in-person contact was severely limited. The Client Portal smartphone app for clients allows them to perform remote check-ins, pay financial obligations online, link to needed social services, and view their supervision information. The Texting Portal sends text messages to remind clients of appointments, fee payments, and positive reinforcement messages. The Reentry Simulator is an interactive, tablet- and smartphone-based intervention that allows pre-release individuals to practice job interviewing skills, time management, and budget management through engaging role-play and instructive feedback.

Charise Hastings, PhD
Principal Resercher, Marquis Software Development Inc.


Charise Hastings is the Principal Researcher and Systems Analyst for Marquis Software, Inc. She has been with the company for five years and manages innovative research projects in collaboration with university researchers. She performs systems analysis for software enhancements for the Arkansas Department of Corrections, including their mobile projects.


Kelly Marie King, PhD
Senior TA Consultant, American Institutes for Research


Kelly King is a Senior Consultant at American Institutes for Research. She provides technical assistance to Second Chance Act grantees within state and local prisons, jails, and community corrections agencies across the country.


Steve C Turner
Assistant Director-Division of Probation and Parole, KY Department of Corrections


Steve Turner is the Assistant Director for the Kentucky Department of Corrections (KDCO)- Division of Probation and Parole. He oversees the central office operations which include various sections across the state. Mr. Turner began his career with the KDOC as a correctional officer and has since held various positions in his 14-year tenure.


Robin C White
eOMIS Project Manager, Arkansas Department of Corrections - Division of Community Correction


Robin White is the Arkansas Department of Corrections IT Project Manager for the state's offender management system. This system is shared between the Division of Community Correction, Division of Correction, and the Parole Board. Previously for the last seven years, Robin worked closely with the Division of Community Correction, supporting Parole & Probation officers in their daily duties through the application of technology and mobilization.
