Intensive Session: Assessing and Supervising Parolees Who are Incredibly High Risk to Violently Reoffend: The Ohio Strategy to Supervise Justice Involved Individuals with Violent Risk/Need Factors

This intensive session will examine Ohio Department of Rehabilitation and Correction’s (ODRC) project to assess and respond to supervisees who are identified as high risk to violently reoffend. ODRC has generated, piloted, and launched the statewide use of a Violence Predictor Risk Assessment (VPRA). It is used as a trailer to the Risk/Need Assessment and is administered by Assessment Parole Officers prior to release from prison. Participants will gain an understanding of the initiation of this work and lessons learned. In the first part of this session, research staff will discuss their involvement and development of the tool and administrators who led the implementation effort. The second part of this session will discuss the supervision strategy to reduce the harm of this population. Parole Officers who work with this special population will discuss supervision strategies. This session will conclude by contrasting Ohio’s supervision response to those identified as high risk those high risk to violence. There will be time for question and answer.

Brian Kowalski
Social Science Research Supervisor, OH Department of Rehabilitation and Correction


Brian R. Kowalski is an Assistant Chief in the Bureau of Research and Evaluation at the Ohio Department of Rehabilitation and Correction. His agency work mostly involves operations-related research including security classification, institutional misconduct, and risk assessment. Dr. Kowalski received his Ph.D. in Sociology from The Ohio State University in 2009. He is a member of the American Society of Criminology and is currently working with the State Corrections Consortium on Prison Violence.


Brian Martin
Chief of the Bureau of Research and Evaluation, OH Department of Rehabilitation and Correction


Brian D. Martin has served as Chief of the Bureau of Research and Evaluation at the Ohio Department of Rehabilitation and Correction since January 2017. He has over 25 years of professional experience working in the areas of correctional policy evaluation, predictive analytics, and legislative impact analysis. Dr. Martin received his Ph.D. in Sociology from The Ohio State University in 1997. He is a member of the American Society of Criminology and Institutional Corrections Research Network and has previously served on the Advisory Committee to the Ohio Criminal Sentencing Commission.


Jacob Popp
Parole Officer, OH Department of Rehabilitation and Correction


Jacob Popp is Parole Officer in Ohio, who was responsible for supervising targeted violent offenders through enhanced contacts. He is a subject matter expert and coach in the Ohio Parole Motivational Interviewing Training Track. He is a leader of Ohio Parole’s Motivational Interviewing Community of Practice. He is a member of the Middletown Police Special Operations Unit. In 2023, he was recognized with Dayton’s Parole Officer of the Year award. He graduated from Wright State University with a bachelor’s degree in criminal justice.


Amy Studebaker
Parole Program Specialist, OH Department of Rehabilitation and Correction


Amy Studebaker began working for the Ohio Department of Rehabilitation and Correction in 1996 as a Parole Officer. She is currently a Quality Assurance Analyst in the Division of Parole and Community Services and is responsible for continuous quality improvement efforts regarding the Ohio Risk Assessment System, violence trailer tool, and Evidenced Based Practices. She has a Bachelor of Arts in Psychology from the University of Kentucky. She is a certified trainer of several cognitive behavioral intervention programs.
