How we describe our work, its guiding principles, and the people we serve impacts public and stakeholder understanding and support. This session will introduce participants to the language of pretrial justice, how it is evolving, and how it overlaps with the language of other criminal legal fields. This session will help leaders talk about their work in a way that attracts new allies and builds a larger constituency for fair, effective pretrial policies and practices. Participants will be introduced to the concept of framing and learn about the dominant ways Americans think about the criminal justice system. Participants will also learn about specific strategies designed to navigate potentially unproductive ways of communicating about pretrial improvements. This session supports communication with system stakeholders, policymakers, the broader public, and the media.

SESSION PRESENTERS
Spike Bradford
Communications Manager, Center for Effective Public Policy
Spike Bradford Spike Bradford is the Communications Manager at the Center for Effective Public Policy (CEPP) where he supports CEPP’s Advancing Pretrial Policy and Research (APPR) initiative. Spike supports APPR’s broad communications agenda, including developing a wide range of communications materials on pretrial justice topics and delivering technical assistance to justice system professionals around the country. Spike has extensive experience in pretrial justice and the broader criminal legal field. His professional journey began in quantitative data research and analysis. Since then, he has expanded into a role that translates and frames research and policy analysis for people engaged in system improvement efforts. Spike has worked for the Pretrial Justice Institute, the National Criminal Justice Association, the Justice Policy Institute, the Marijuana Policy Project, and the State of Hawaii Attorney General’s Office.
Holly Ziemer
Director of Communications, Center for Effective Public Policy
Holly Ziemer As the Director of Communications of the Center for Effective Public Policy (CEPP), Holly is responsible for overseeing and managing the Advancing Pretrial Policy and Research (APPR) initiative’s broad communications scope of work. In collaboration with APPR’s co-directors, she is responsible for planning and implementing the initiative’s communications strategy to inform the public and justice system professionals about contemporary issues in pretrial justice and providing technical assistance and consultative services to justice system professionals around the country. Prior to joining CEPP, Holly served in senior communications positions at the University of Minnesota Twin Cities, the Center for Victims of Torture, and the Minnesota Smoke-Free Coalition, as well as for Minnesota Attorney General Hubert H. Humphrey III. Her background in journalism includes work as associate producer for several PBS Frontline documentaries produced at the Center for Investigative Reporting.
