The Interstate Compact is a mechanism for transferring supervision responsibilities to another state ensuring standardized procedures for approving and supervising individuals. This session will provide an understanding of the compact process and how changes in the criminal justice community as well as shifts in culture have impacted the application of Compact rules and procedures. Ensuring Successful Supervision through Cooperative Solutions is intended for community supervision and judicial professionals working in adult criminal justice systems across the country. The session will demonstrate how states balance Interstate Compact rule requirements with their impact on the individuals under supervision. Collaboration among state agencies, including community corrections, courts, jails, and other stakeholders, is critical to improving outcomes by allowing supervised individuals to be where they can be most successful while promoting public safety in their communities. During this workshop, we will showcase complex scenarios accompanied by effective communication strategies, as well as introduce new tools developed by the Commission that are available to equip agencies and staff within their respective jurisdictions.

SESSION PRESENTERS

Suzanne Brooks
Parole Program Administrator, OH Department of Rehabilitation and Correction


After graduating with a degree in psychology, Suzanne Brooks accepted a position with the Ohio Department of Rehabilitation and Correction in 2003 as a parole officer. During her career, Suzanne has served in a variety of roles with the Ohio Adult Parole Authority and currently serves as one of the agency’s Deputy Superintendents. Amongst several other job duties in her role as Deputy Superintendent, Suzanne also serves as the Interstate Compact Deputy Compact Administrator for the State of Ohio. Currently Suzanne serves on the Executive Committee and the Technology Committee for the Interstate Commission for Adult Offender Supervision. Additionally, she was appointed Chair of the Deputy Compact Administrator Liaison Committee for a second term in 2023.


Ashley Lippert
Executive Director, Interstate Commission for Adult Offender Supervision


Ashley Lippert is the Executive Director of the Interstate Commission for Adult Offender Supervision (ICAOS), a national organization dedicated to promoting efficient and effective supervision strategies for individuals under supervision as they move from one state to another. With over twenty years of experience as a strategic leader making a difference in our communities, Ashley ensures that the 125,000 individuals who transfer their supervision each year do so in a manner that promotes public safety, accountability, and supports victims’ rights. Ashley fosters strong partnerships by representing the Commission before legislatures, the judiciary, and the general public, while promoting its ideals and spirit among member states. She administers the Commission's national data system and manages information-sharing exchanges with the FBI, Homeland Security Fusion Centers, and state-level notification services. Throughout her career, Ashley has engaged in public safety issues on both a state and national level. Prior to her current role, she served as the Assistant Director to the Interstate Commission for Adult Offender Supervision and spent seven years as the Executive Director to the Interstate Commission for Juveniles. Her experience also includes judicial education and pretrial work for the Administrative Office of the Courts for the State of Kentucky.
