Join advocates from REFORM Alliance, a bipartisan organization that works to improve public safety by advancing evidence-based policies, in a robust panel discussion with coalition partners about the importance of stakeholder engagement in the advancement of legislation. Critical to any push for improvement of supervision policies is the investment of correctional institutions, directly impacted individuals, businesses, reentry providers, etc. who can leverage their lived experiences in calling for needed changes and, together, build momentum across states. Following the panel presentation, REFORM staff will lead a series of breakout sessions for workshop invitees to meet, collaborate, and discuss what’s working and what needs improvement in their respective jurisdictions.

SESSION PRESENTERS

Chad Carrothers
Community Relations Manager, CareSource


Chad Carrothers (SHRM-CP) is dedicated to connecting talent to opportunity and busting all barriers in between. From his early days in public radio to his current gig addressing social determinants of health, he has worked almost exclusively for non-profits with equity missions built into their DNA. He manages partnerships for the healthcare company CareSource and helps the company’s justice-involved clients find great jobs and vocational training. His side gigs include teaching at Indiana University and tooling around Indy on one of those funny-looking reclining bicycles.


Ms. Erin Haney, Esq
Deputy Chief Advocacy Officer/Sr. Director of Policy & Law, REFORM Alliance


Erin Haney is the Deputy Chief Advocacy Officer at REFORM Alliance, where she works with bipartisan coalitions, lawmakers from across the political spectrum, and directly-impacted advocates to improve supervision systems and increase public safety outcomes nationwide. Prior to joining REFORM, Erin worked as a deputy public defender in San Francisco and a death penalty attorney in California. Erin has worked at all levels of the criminal justice system, representing indigent clients from pretrial through postconviction. Erin also served as Policy Director at #cut50, where she led successful efforts to pass landmark state and federal legislation.


Marcus Matthew Hodges
Associate Director, CSOSA


Marcus Hodges is a Community Corrections professional who work tirelessly to improve the lives of those under our supervision and care. For the last three decades, he has had the privilege of working the front lines alongside these professionals and have witnessed the direct, positive impact evidence-based efforts have on justice-involved citizens. The work he does in support of those he supervises also impacts their friends, families, and entire communities. As an Evidence-based Practitioner, he has worked passionately in countless positions and jurisdictions to promote prosocial change and reduce recidivism among those supervised, resulting in safer communities and fewer victims. As a Results-Driven Leader, he has motivated entire agencies to adopt what works and data-informed decision making, while steering cutting edge initiatives that inform and improve our field. In the last 30 years he has amassed the significant expertise and long-standing experience necessary to lead APPA in meeting the challenges faced by community corrections during these unprecedented times. As President-Elect, he will continue his efforts by working tirelessly alongside our members to advance our field while strengthening the APPA brand.


Tammy H. Marcus
Correctional Probation Supervisor, FL Department of Corrections


Tammy Marcus is currently a Correctional Probation Supervisoroverseeing the Broward County PTI Drug Court Unit with the Florida Department of Corrections (FDC) and she has over 33 years of service with the State of Florida. Tammy Marcus obtained her Bachelor of Arts and Master’s Degree in Criminology from the University of South Florida in Tampa, FL. Tammy is also the current State President for the Probation Officer’s Chapter of the Florida Police Benevolent Association (PBA), and she is presently serving a second term as the PBA Probation Officer Chapter President where she also serves as a Florida Registered Lobbyist with the Florida PBA advocating for State of Florida Probation Officers. Tammy is also the current Chapter President of the Broward County Chapter of the Florida Council on Crime and Delinquency, and she was recently elected as the Area Representative for Florida with the American Probation and Parole Association. Tammy’s professional memberships also include the Correctional Probation Officers Foundation (CPOF) and the Corrections Foundation with the Florida Department of Corrections.


Britton Smith
Senior Director of Federal Organizing, REFORM Alliance


Britton Smith is the Senior Federal Organizer for REFORM Alliance, an organization focused on changing criminal justice through transformative probation and parole legislation, led by Shawn “Jay-Z” Carter, Robert Smith, Robert Kraft, Michael Rubin and Meek Mill. Britton Smith is an experienced national campaign and political strategist who specializes in helping organizations and candidates appeal to a more modern and reflective demographic. Affiliated with influential organizations such as FieldWorks and MarchOn, Britton continues to be at the forefront of the battles for equality and social justice.


Julius C. Trimble
Bishop, United Methodist Churches of Indiana


Bishop Julius C. Trimble was assigned, July 16, 2016, to the Indiana Episcopal Area or Indiana Annual Conference of The United Methodist Church – (INUMC), by the 184 delegates of the 2016 North Central Jurisdictional Conference of The United Methodist Church in Peoria, Illinois. He was elected and consecrated a bishop by the same jurisdiction in 2008 and served eight years as the resident bishop of the Iowa Conference of The United Methodist before his current assignment to Indiana. Trimble, a native of Chicago and a graduate of Illinois State University, earned his Master of Divinity degree from Garrett-Evangelical Theological Seminary in Chicago and a Doctor of Ministry degree from Ashland Theological Seminary in Ohio. Trimble, ordained a deacon and elder in the Northern Illinois Conference of The United Methodist Church, served two churches in his home conference before receiving an appointment in and transferring his membership to the East Ohio Conference of The United Methodist Church (EOUMC). During his ministry in EOUMC, Trimble served churches in the Cleveland area and as the Superintendent of the Cleveland District from 1996-2003.
