My name is Happye Dyer, I am the Director of Reentry Services. have been working with Justice Involved for 11 years and have a passion for bringing awareness to the need of Affordable Healthcare, Behavioral Health, and access to Medications for those who have been impacted by the Justice System. I have a bachelor’s degree in Spanish, which helps facilitate communication with non-English Speakers, so to bring awareness of our services to Hispanic Communities. My goal is for healthy, successful outcomes as this population reintegrates back into society. I am a strong Advocate for this population, while fully supporting our Correctional Professionals. There have been many success stories resulting from the work we do, and I hope to see many more lives changed for the better.

Greg Town embarked on his professional journey after earning a Bachelor of Finance degree from LA Tech University in 1983. With nearly four decades of dedicated service, Greg has become a stalwart in the Health Insurance industry. Greg is widely acknowledged as an astute entrepreneur within the insurance sector. Notably, he pioneered one of the earliest Viatical Settlement brokerage firms in the United States three decades ago, advocating for individuals affected by AIDS. In his latest and most significant endeavor to date, Greg is passionately committed to serving the Underserved, alongside the organizations and professionals dedicated to their welfare. At the core of Greg's approach lies his distinctive Advocacy Model. As he nears the culmination of his career, Greg's primary focus is on effecting tangible, positive change in society. To this end, Greg is spearheading the establishment of a comprehensive study aimed at documenting the transformative impact of providing health insurance access to underserved populations, thereby enhancing both individual lives and societal well-being.


Kathy Waters
Community Corrections Executive - Retired,


Ms. Waters has over 38 years of criminal justice experience. She began her career with the Oklahoma Department of Corrections in 1984 as a Probation and Parole Officer. Ms. Waters was named the Deputy Director of Probation and Parole/Community Corrections on March 17, 1997. She served in this capacity until January 2001, at which time she became the Division Director of the Adult Probation Services Division for the Administrative Office of the Courts, Arizona Supreme Court. Ms. Waters has lead the initiative of Evidence Based Practices in Probation and Pretrial in the state as outlined in the Supreme Court’s Strategic Agendas with outstanding and promising results. In 2009 Ms. Waters was the recipient of the APPA Walter Dunbar Award for service and contributions to the organization and field. Ms. Waters retired from the Arizona Supreme Court on September 15, 2020, and continues to consult as a criminal justice and community corrections expert.
