Advancing Equity in Parole and Probation Supervision: Addressing Racial and Ethnic Disparities

This workshop will help leaders and managers in community supervision programs understand the importance of analyzing racial and ethnic disparities. Information will be presented on best practices in collecting race and ethnicity data, the importance of disaggregating data by race and ethnicity to identify inequities, and how to calculate the Relative Rate Index (RRI). Participants will also receive a framework to help them move beyond analysis and develop strategies that address racial disparities.

SESSION PRESENTERS

Ms. Tanya Anderson
Senior Manager, Center for Effective Public Policy


Tanya Anderson is a senior manager at CEPP. Ms. Anderson is a national expert on pretrial services programs. She provides training and technical assistance to jurisdictions across the United States to enhance their systems’ administration of pretrial justice and implementation of effective pretrial supportive services. Ms. Anderson conducts training on the responsible use of assessment tools and strategies that promote success for people on pretrial release. She leads APPR’s Pretrial Practitioner Network, a network of pretrial champions who share their experience and assist jurisdictions in implementing pretrial practices to minimize harm to those impacted by the criminal justice system. She was the Pretrial Services Coordinator for the Administrative Office of the Illinois Courts, providing technical assistance and training for pretrial agencies throughout the state. Ms. Anderson is a member of the National Association of Pretrial Services (NAPSA) and the NAPSA Education Committee. She is a former National Institute of Corrections’ Pretrial Executive Network member.


Orleny Rojas
Senior Manager, Center for Effective Public Policy


Orleny Rojas is a senior manager at CEPP. Ms. Rojas plays a critical role in informing CEPP’s efforts to improve pretrial systems in ways that increase fairness, racial equity, and community engagement. Before joining CEPP, Ms. Rojas oversaw the implementation and operation of the Supervised Release Program in the Bronx, Brooklyn, and Staten Island as Deputy Director of Criminal Court Operations. She led a team of social service practitioners who partnered with community organizations to meet the needs of pretrial participants and improve pretrial outcomes. Ms. Rojas has over 13 years of experience working with various criminal justice systems and community stakeholders to center and address the needs of vulnerable populations. Previously, she was the court manager for the Court-Based Intervention Resource Team, which secured the release of people at Rikers Island with mental health concerns with the support of appropriate community program interventions and monitoring.
