Challenges and Progress for Tribal Probation Officers

David Rogers created the original Tribal Probation Academy after realizing the lack of training opportunities available for tribal probation officers in the early. Today the problem still exists but to a lesser degree. With demand high for an actual on-site probation academy for tribes, the National Native Center of Excellence in partnership with APPA and the New Mexico State Courts Administration have established National Tribal Probation Academy currently taking place. Two Basic sessions are scheduled for early 2024. The NTPA will provide basic, supervisor-leadership and advanced training programs for all tribes both federally recognized, or state recognized. This session will look at the unique and varied challenges faced by tribal probation agencies and the steps that are being taken to overcome them.

David J. Rogers (Nez Perce) Deputy Director/Training Director National Native Center of Excellence (Currently) Missing and Murdered Indigenous Persons Coordinator U.S. Attorney’s Office – Western and Eastern Districts of Washington Seattle, WA (July 2020 – May 2023) David J. Rogers is enrolled with the Nez Perce Tribe of Idaho and is related to the Winnebago and Lakota. He has 49 years of experience in the Criminal Justice field. He is currently the Deputy Director and Training Director for the recently created National Native Center of Excellence. He recently left the position of Missing and Murdered Indigenous Persons Coordinator for the US Attorney’s Office in Washington State. He has been the CEO and Chief Instructor for his own consulting and training company, Tribal Public Safety Innovations (TPSI) since 2016. TPSI has been working with the Western Community Policing Institute (WCPI), International Association of Chiefs of Police (IACP), American Probation and Parole Association (APPA) and individual Tribes on numerous projects. David's police experience has spanned over 22 years with city police, county sheriff, federal and tribal policing agencies and included positions as Patrolman, Lieutenant, Captain, Undersheriff and Chief including Chief of his own tribe from 2013 to 2016. Dave served as a Probation Officer and Court Commissioner for the Clark County District Courts in Vancouver, Washington for 9 years. He also served as the Tribal Training Program Manager for the Western Community Policing Center followed by the Criminal Justice Center for Innovation at Fox Valley Technical College for 13 years providing a large variety of training including Community Policing on behalf of the COPS Office. During this time, David created the National Indian Youth Police Academy and the Tribal Probation Academy. David specializes in Community Policing, Youth Gangs, Drug Trafficking, Probation, Traditional Tribal Leadership and Jurisdiction in Indian Country. He is a board member of the Native Protection Alliance. And SME for Justice and Security Strategies, Inc. He has been a member of the IACP Indian Country and Community Policing Sub-committees, the Idaho Chiefs of Police Association, and a member of the President’s 21st Century Policing sub-committee on Recruitment, Hiring and Retention of Police Officers.
