This roundtable will introduce participants to the Community Supervision Resource Center (CSRC), which is being launched by the Center for Effective Public Policy (CEPP) and is funded by the Bureau of Justice Assistance (BJA). BJA is a component of the Department of Justice’s Office of Justice Programs. The CSRC will be the nation’s primary source of information and guidance for community supervision agencies, which includes pretrial, probation, and parole supervision. CEPP staff will lead roundtable participants through a description of the CSRC, including its resource clearinghouse, training offerings, technical assistance offerings, racial equity component, and online community. Participants will then be asked to contribute their views and ideas about the field of community supervision; specifically, what issues or topics do they most want to learn about; what innovative programs are being used with success; and where is technical assistance most needed. CSRC will use this feedback to develop its training agenda, technical assistance applications, and library of resources.

SESSION PRESENTERS

Jeffrey Locke
Senior Policy Advisor, Bureau Justice of Assistance US Dept of Justice


Jeff Locke serves as a senior policy advisor within the BJA Policy Office’s Corrections, Reentry and Justice Reform team. Before joining BJA, Jeff served as an attorney advisor within the Office of the Secretary of Commerce’s Office of General Counsel, where he worked on trade, technology, and law enforcement issues. Prior to Commerce, Jeff served as Program Director for Criminal Justice and Legal Counsel at the National Governors Association, where he worked on justice reform and drug issues. Jeff has also served as a Peace Corps Volunteer in Togo, West Africa. Locke holds a master’s degree in public policy from Harvard Kennedy School and a J.D. from Boston College Law School.


Cynthia Mausser
Senior Manager, Center for Effective Public Policy


Cynthia Mausser is a Senior Manager at CEPP, where she is contributing to the development of the vision for, and supporting, the Community Supervision Resource Center. Ms. Mausser serves as a substantive expert on probation and parole supervision and delivers training and technical assistance to the field. Previously, Ms. Mausser worked for over 30 years in the criminal justice field in Ohio, serving in a variety of positions, including Deputy Director of the Ohio Department of Rehabilitation and Correction, Division of Parole and Community Services; Parole Board Chair, Parole Board Member, Chief Hearing Officer, and Hearing Officer of the Ohio Parole Board; and Assistant State Public Defender at the Office of the Ohio Public Defender. She was also an active member of the Association of Paroling Authorities International and served as President from 2014 to 2018. Ms. Mausser received her bachelor of arts degree in criminal justice from Bowling Green State University and her juris doctorate from Case Western Reserve University School of Law.


Alison Shames
Director, Center for Effective Public Policy


Alison Shames is a Director at the Center for Effective Public Policy, where she also serves on the organization’s Board of Directors. Ms. Shames leads many of CEPP’s pretrial projects, including the Advancing Pretrial Policy and Research initiative, which she helped develop and for which she has served as Co-Director since its launch in 2018. She is also the Co-Director of the Community Supervision Resource Center project. Before joining CEPP, Ms. Shames was a justice consultant and worked with organizations and jurisdictions to implement new programs, conduct strategic planning, and author reports. Prior to that, she served as the Associate Director and Director of Programs for the Center on Sentencing and Corrections at the Vera Institute of Justice; a policy manager for the Attorney General’s Department of New South Wales, Australia; and a law clerk to a federal district court judge in New Orleans. Ms. Shames received her JD from New York University School of Law and her BA from the University of Pennsylvania.
