Methods for transferring youthful offenders to the adult criminal justice system have been available since the inception of the separate juvenile justice system. During the "tough on crime” era, law and policy expanded the eligibility and methods for youth to be transferred in an effort to deter criminal offending and reduce recidivism. The true result however has been hundreds of thousands of youth sentenced each year within the adult system who experience higher rates f recidivism. These youth experience long-lasting negative effects across their life-course to the detriment of community safety and rehabilitative efforts. This workshop will examine how we move forward with transfer in an effective evidence-based manner.

SESSION PRESENTERS

Dr. Bryanna Davis
Quality Assurance Supervisor, Montgomery County Juvenile Probation Office


Bryanna Kirlin has worked in Juvenile Probation for five years, as a Probation Officer and, for the last two years, as a Supervisor with experience in victim services, community service, case supervision, and quality assurance. Bryanna also serves as temporary faculty at Kutztown University teaching Community Corrections. Previously, she was an Investigator for the county Detective’s Bureau. Bryanna is the Financial Secretary for PJOA and a member of the county Sexual Assault Response Team, Juvenile Chiefs’ Victim Services Committee, PCCD Diversion Subcommittee, ACJS, and APPA. In 2013, Bryanna received a Bachelor’s degree in Psychology from Temple University before earning a Master’s degree in Criminal Justice from West Chester University, in 2016. Most recently, Bryanna graduated with her Doctorate in Criminal Justice from California University of Pennsylvania. Bryanna has a passion for understanding the psychology behind youthful offending and applying this to make the most appropriate evidence-based decisions to achieve successful outcomes in youth.
