Moving Beyond Performance Reviews: Growth and Development Plans in Promoting Success of Staff and the Organization

The Growth and Development Plan (GDP) process is designed to assist staff in improving skills in their current job and acquiring knowledge and skills for new roles and responsibilities within an organization. In this session, presenters will overview the impetus for transitioning from standard performance evaluations and how the concept was developed and then deployed within the Marion Superior Court Probation Department. Topics to include workgroup focus, concept overview to staff members and feedback from employees who have participated in this process.

SESSION PRESENTERS

Paige Bova Kervan
Chief Operations Officer, Marion Superior Court Probation Department


Paige Bova Kervan is the Chief Operations Officer for Marion Circuit & Superior Court in Indianapolis, IN. Ms. Kervan has been employed by the Court for 23 years, with her current role overseeing the Operational functions of the Court, which includes the Court, the Probation Department, and the Juvenile Detention Center. In addition, Ms. Kervan supervises the Human Resources Department, Facilities, Juror, and other Administrative Services. Prior to her employment with the Court, Ms. Kervan worked in the private sector for eight years in the Human Resource field. Ms. Kervan holds a B.A. in Political Science from Indiana University with a minor in Business, a Master’s in Public Affairs with a Public Management concentration from Indiana University, as well as the professional designations of Senior Professional in Human Resources (SPHR), and SHRM-Senior Certified Professional (SHRM-SCP).


Mike Feldman
Supervisor, Marion Superior Court Probation Department


Mike Feldman began his career with the Marion Superior Court Probation Department in 2007, where he is the operations supervisor of the Adult Services’ intake unit. He also serves on the departmental leadership team. Prior to assuming supervisory duties, Feldman served as a casework officer, an intake officer, and as a member of the department’s court team. He holds a B.A. in criminal justice from Indiana University (Bloomington) and an M.S. in criminal justice from the University of Cincinnati. A man of many avocations, Feldman enjoys writing, studying history, playing guitar, physical fitness, foreign travel, and amateur radio (his callsign is KC9LRB).


Christine M. Kerl
Chief Probation Officer, Marion Superior Court Probation Department


Christine Kerl is the Chief Probation Officer for the Marion Superior Court Probation Department where she has been employed for over 28 years. Prior to her employment with the Marion Superior Court, she worked as a caseworker for the Division of Family and Children and as a probation officer with the Miami Circuit/Superior Courts working with both adult and juvenile offenders. Since joining the department in 1996, Ms. Kerl has worked in a number of areas of the organization including 7 years as Supervisor of the Adult Services Division Sex Offender casework team. As Assistant Deputy Chief Probation Officer, Ms. Kerl was responsible for oversight of all casework operations of the Adult Services Division from 2007 – 2012. Ms. Kerl holds memberships in the American Probation and Parole Association (APPA), National Association of Probation Executives (NAPE), American Correctional Association (ACA), Indiana Criminal Justice Association (ICJA), Indiana Probation Officers Professional Association (POPAI) where she served as Treasurer for 10 years as well as District Representative. She served as President of the Midwest Regional Network for Intervention with Sex Offenders (MRNISO) from 2018-2012. She is former facilitator for the local sex crimes coalition and is a past member of the Marion County Community Corrections Advisory Board. She is a member of the Marion County Re-Entry Coalition where she served as Chairperson from January 2016- January 2018. She is active with the National Institute of Corrections Urban Chief’s Network. Ms. Kerl is a Board Member with the Marion County Assessment and Intervention Center (AIC) and Mental Health of America Indianapolis. She was a member of the Indiana Supreme Court’s Committee to Study Evidence–Based Pretrial Release at its’ inception which has transformed into the Pretrial Release Committee which she currently serves as a member.
