The healthcare system has been using Screening, Brief Intervention, and Referral to Treatment (SBIRT), an evidence-based approach to identifying and addressing substance use disorders for decades. In fact, you’ve been SBIRT-ed when visiting your doctor. This effective model is being replicated with justice-involved individuals; particularly, impaired drivers. While two-thirds of impaired drivers never go on to repeat this behavior, the remaining one-third pose a significant risk to the community. Wouldn’t it be advantageous if we could determine who may be a repeater and treat that individual as opposed to waiting until they become a repeater? During this session, we will explore the three components of SBIRT: screening, brief intervention, and referral to treatment. We will discuss various screening tools and their utility in identifying individuals who may be at risk for substance use disorders. We will also cover brief intervention techniques that can be used to initiate behavior change in those with problematic substance use, as well as referral to appropriate treatment services for those who require more intensive support. This session will review the evidence supporting the use of SBIRT in a variety of healthcare settings, and we’ll also examine how one jurisdiction has implemented it with all impaired drivers in a justice setting. We will uncover the challenges and opportunities associated with implementing SBIRT in this jurisdiction so that you may replicate it in your community.

SESSION PRESENTERS

Jessica Lange
Project Director, Impaired Driving Solutions


Jessica Lange, MBA is a project director for the Impaired Driving Solutions, a division of All Rise, providing training and technical assistance to DWI court professionals. While serving as a treatment court coordinator in Minnesota, Ms. Lange led her team to an Academy Court designation. In addition, she obtained grant funding to facilitate a series of training events for all of Minnesota’s DWI court teams that included top speakers in the treatment court training and research arena, directed a substantial federal grant that allowed for many groundbreaking advancements for people suffering from addiction in her community, partnered with other local agencies to focus on community alcohol education, and assisted in creating a sober ride program. Ms. Lange also served as operations analyst for the Sixth Judicial District in Minnesota, where she worked to enhance eight treatment courts, focusing on extensive grant work, training, and data and research. She received her bachelor’s degree from Hamline University, where she studied law and criminal justice, and a master’s degree in business administration with a focus on leadership and change from the College of St. Scholastica. Ms. Lange has dedicated her career to being an advocate of change for those suffering from addiction in the criminal justice system.


Julie Seitz
Project Director, Impaired Driving Solutions


Julie Seitz LGSW, MSW, LADC is a Project Director with Impaired Driving Solutions (IDS), All Rise (formerly NADCP) division, providing training and technical assistance to the treatment court field. Julie joined IDS in 2018, bringing over 20 years of experience in the clinical sector and community program development. Before joining IDS, Julie was the clinical director of an internationally recognized treatment center offering the entire continuum of clinical care, including a first-of-its-kind direct access opioid withdrawal unit, where she was the project lead. Identifying the barriers to accessing treatment, Julie worked collaboratively as an advocate for systems change while ensuring clients’ voices and choices were honored. Recognizing the many pathways to recovery and the need for additional recovery services, she worked with a small team to develop and launch a recovery community organization serving rural communities in northern Minnesota. Julie spent ten years as the treatment provider with the Minnesota Sixth Judicial District DWI and Mental Health courts, which are recognized for their excellence at state and national levels. As a published author and clinician, she has spent the last 25 years of her career giving clients a voice.
