The justice system is facing large-scale and pervasive change with both implementation and reform initiatives. It is time to think beyond the limits of traditional ‘change management’ approaches that simply have not worked. These traditional approaches to change in the justice system have been weak and devoid of the complex human and organizational elements to change. Consequently, there are measured data showing impotent and disappointing results of these methods. This presentation will compare traditional approaches to more scientific and potent ones; and will offer more compelling frameworks for authentic change in the justice system. Blunt, honest, and often funny, the presenter will illuminate a provocative, disruptive, and enticing opportunity to reimagine the way we lead and implement change in probation, parole, and pretrial supervision.

Glenn Tapia is the Director of Leadership and Organizational Intelligence with the Alliance for Community and Justice Innovation (ACJI). Glenn has over 32 years of leadership and criminal justice experience in the public sector in Colorado to include 25 years in community supervision. His career includes 22 consecutive years with the State of Colorado in strategic oversight and advancement of Colorado’s community corrections systems to include his current full-time position as Director of Probation Services for Colorado’s Judicial Department. Glenn has over 10 years of executive leadership and management experience in both the executive and judicial branches of government. Glenn’s tenured experience with the state policy process, strategic implementation of evidence-based practices and programs, and multi-level collaboration is augmented with advanced education and experience with academic instruction. Glenn has an ardent commitment to excellence in criminal justice administration that is centered in the application of science to public safety policy. Glenn has presented at national conferences of the Council of State Governments Justice Center, the American Probation and Parole Association (APPA), Bureau of Justice Assistance, the APPA Leadership Institute, and several statewide recidivism reduction conferences.
