Fentanyl Awareness and Emergency Response Program

The potential for Fentanyl exposure continues to grow due to its popularity, accessibility to the public, street price, and potency. For these reasons, risks of exposure for first responders continues to increase without set protocols for response. The Kentucky Department of Corrections is taking a proactive approach for staff and individuals under supervision in the field and in correctional facilities, in order to combat this concern. This program discusses what fentanyl is and its hazards, how to safely respond to fentanyl, what personal protective equipment to wear if you are a first responder, decontamination procedures and the action steps needed, if there is a mass exposure. Understanding how to report, contain, mobilized, respond and recover from a fentanyl related incident, will reduce the risk of exposure, and is essential for all Officers. The National Institute of Occupational Safety and Health has reviewed, and approves of this program.

SESSION PRESENTERS
Hannah Mitchell (Gibson)
Department Safety director, KY Department of Corrections
Hannah received her bachelor’s degree in Criminal Justice at the University of Indiana Southeast in May of 2010. She started with the Kentucky Department of Corrections in 2010 as a Probation and Parole Officer and was then offered the position of a Reentry Parole Officer in 2012. She was also a Field Training Officer, Safety Officer, Workforce Coordinator, and Program Facilitator for her district during this time. In November of 2015, Hannah was promoted to Program Administrator with the Reentry Branch. In this position, she was evaluated programs facilitated by Probation and Parole Officers in the community and Reentry Coordinators in the adult institutions. In October of 2016, Hannah obtained the position of Program Administrator with Probation and Parole, where she has the role of the Division’s Safety Coordinator, ACA Accreditation Manager and policy analyst. In 2018, Hannah was promoted to the Department’s Safety Director where she serves as a support function for the safety and health of all staff and clients. Hannah is a graduate of the Commissioner’s Executive Leadership program and has presented a many different conferences such as ACA and was also the chair of the host committee for the CAMA conference.
