Joey Cooper
Solution Engineer, SCRAM Systems


Joey Cooper is the Solutions Engineer at SCRAM Systems working alongside the Product and Business Development teams. Joey graduated from San Diego State University with a BS in Criminal Justice and started working in the industry as a case manager for SCRAM of California, a service provider operating in the Southwest. Joey then took over GPS Operations for SCRAM of California and their subsidiaries managing accounts across five states ranging from local, county, state, and federal contracts. Joey has helped trained law enforcement agencies on GPS best practices as well as testified to GPS data in multiple states. He then joined SCRAM Systems in 2022 as the Solutions Engineer where and acts as a technical resource for the Sales and Product teams to support continued product success and development. Throughout his time at SCRAM Systems, Joey has worked with multiple agencies domestically and internationally, helping implement new programs and assisting with product development.


Monica Gomez
Account Manager, SCRAM Systems


Monica, a San Luis Obispo County resident, brings over 11 years of industry experience to the SCRAM Systems team. Before joining SCRAM, she spent nine years with the Santa Barbara County Probation Department as a Deputy Probation Officer and a Juvenile Institutions Officer. Additionally, she served two years as an LAPD Ambassador. As a Deputy Probation Officer, Monica conducted investigations, worked with clients and courts to ensure compliance, make arrests, and recommended sentencing of probationers. She understands the challenges of community corrections programs and brings valuable insights in daily case planning and management of clients. Monica has a Bachelor of Arts degree in Sociology from California State University Northridge with an emphasis in Criminal Justice.


John Hays
President, Judicial Services Group


John Hays has been a pivotal leader in the electronic monitoring industry since 2013, partnering with corrections and probation agencies, law enforcement, and court systems nationwide. His evidence-based programs have enhanced public safety, reduced costs, and decreased recidivism. John has extensive experience providing training, operational support, and expert testimony, having testified in over 450 cases and recognized as an expert witness in over 35 District and Circuit Court cases. He is a sought-after consultant on alcohol testing and electronic monitoring methodologies. He then joined SCRAM Systems in 2022 as the Solutions Engineer where and acts as a technical resource for the Sales and Product teams to support continued product success and development. Throughout his time at SCRAM Systems, Joey has worked with multiple agencies domestically and internationally, helping implement new programs and assisting with product development.


Laura L. Petty
Executive Director, Daviess County Community Corrections


Laura L. Petty presently holds the position of Executive Director at Daviess County Community Corrections in Indiana. She earned a Bachelor of Science degree in Criminology from Indiana State University and began her time at Community Corrections in 2008. Throughout her career, she has assumed various roles including Assistant Director, Program Manager, and Case Manager. Her responsibilities have encompassed the formulation and execution of Quality Assurance and Continuous Quality Improvement protocols within the organization. Furthermore, she is a certified facilitator in MRT, MRT-DV, Anger Management, and Moving On, and possesses multiple certifications for diverse assessment tools and guides. Laura is also an active member of several community boards such as Local JRAC, RISE Peer Recovery, and PACE Community Action Agency.


Brian Richart
Chief Probation Officer, El Dorado County Probation


Brian Richart is the judicially appointed Chief Probation Officer for the County of El Dorado, CA. He received his appointment in 2013. Prior to his appointment, Chief Richart served three years as the Chief of Staff and Deputy Chief for Adult services in the county of Alameda and served a thirteen-year career with the County of Shasta, including four years as Chief Probation Officer. Chief Richart was recently re-appointed by the Chief Justice of the State Supreme Court to the Family and Juvenile Law Advisory Committee of the California Judicial Council. He was the 2020 President of the Chief Probation Officers of California (CPOC) and a member of their Legislative Advisory Committee and Juvenile Advisory Committee. Chief Richart is an active member of the Robert F. Kennedy National Resource Center for Juvenile Justice Practice Network, is a facilitator of the Arbinger Institute’s Outward Mindset principles and has participated in several state and national initiatives to improve practices and outcomes in both juvenile and criminal justice. Chief Richart advocates for the protection of all communities through the evolution of health, well-being, and accountability for all those probation serves.
