Improving Outcomes for Youth in Custody: How San Diego County Is Enhancing Residential and Reentry Services for Youth on Probation

Agencies and staff working in juvenile correctional institutions need support implementing best practices to achieve optimal outcomes for youth in post-dispositional residential care through reentry into the community. This workshop will review the Youth in Custody Practice Model (YICPM), which serves as a guide to best practices in youth corrections. An overview of the YICPM will be provided, including the origins of its development, core components, and how it serves as a roadmap for the Training and Technical Assistance provided via the YICPM initiative. As an example of the implementation of the YICPM, the County of San Diego Probation will review strategies for how the model was used to engage in practice enhancements in their juvenile detention and residential facilities in order to promote safe, fair and healthy environments; empower staff to provide effective services; increase positive outcomes for youth and families; and enhance community safety.

SESSION PRESENTERS
Charles Boright
Division Chief, San Diego County Probation
Charles Boright is a Division Chief for the County of San Diego County Probation Department.During his 20-year career, he served in Detention Facilities, Adult and Juvenile Investigations, Adult Supervision, and Administrative Services. In 2017, he began an 18-month assignment as the Site Manager for the Youth in Custody Practice Model. He currently serves at the Urban Camp. Charles received a B.S. in Administration of Justice from George Mason University.
Michael Dempsey
Executive Director, Council of Juvenile Corrections Administrators
Mike Dempsey is the Executive Director of the Council of Juvenile Correctional Administrators. Mike previously served as Executive Director of the Indiana Department of Corrections, Division of Youth Services from 2009 to 2015. He also served as the Superintendent of the Kansas Juvenile Correctional Complex. He began his career in corrections with the Missouri Department of Corrections.
Dr. Adolfo Gonzales
Chief Probation Officer, San Diego County Probation
Adolfo Gonzales is the Chief Probation Officer of the County of San Diego Probation Department. Chief Gonzales has spent a distinguished 41-year career in San Diego law enforcement, serving as the Chief of the District Attorney’s Bureau of Investigations, Assistant Police Chief for San Diego, and Police Chief for National City. He holds a doctorate in Leadership Science from USD.
Erinn Herberman
Research Director, San Diego County Probation
Dr. Erinn Herberman is the Research Director for the County of San Diego Probation Department. She has over 17 years of experience working as a researcher and statistician in criminal justice at the federal, regional, and county levels of government. She holds a Doctorate in Psychology, a Masters in Clinical Psychology, and a Masters in Public Health.
Michael Umpierre
Director, Juvenile Justice System Improvement and Communications, Georgetown University
Michael Umpierre is the Deputy Director for Juvenile Justice System Improvement and Communications at the Center for Juvenile Justice Reform (CJJR) at Georgetown University. Michael conducts juvenile justice research and provides training and technical assistance to youth-serving agencies. A former juvenile defense attorney and juvenile justice administrator, Michael received a B.A. in Public Policy from Stanford University and a J.D. from Yale Law School.
