Transforming Rehabilitation: Lessons Learned from the Bold UK Experiment

In 2014, The UK Ministry of Justice tried a bold experiment called the Transforming Rehabilitation Programme (TR) which restructured and outsourced most of UK’s probation services to address the high economic and social costs of reoffending in the UK. TR faced many challenges and was heavily criticized, with little being shared about the positive lessons from the TR that can support better future probation and community-based justice services. This workshop shares the results of TR from one contractor’s perspective, outlining the challenges faced and the ultimate interventions and strategies that improved the outsourced probation services over the course of TR. This practical workshop brings together key theories, discusses obstacles, and introduces innovative practices that made a difference, including leveraging employee culture, improving processes, and utilizing technology. This session aims to provide attendees with practical tools and inspire attendees to engage in transformative practices in their own roles.

SESSION PRESENTERS

David Hood
Vice President of International Business, MTC UK


David Hood is Vice President of International Business for MTC. He is responsible for leading and developing MTC’s business outside of the US. Prior to his current role, David was the Managing Director of MTC’s business in the UK; a position he held for 3 years and involved oversight of the London and Thames Valley Community Rehabilitation Companies. He was previously, for five years, a senior civil servant in the UK Ministry of Justice; this included being the Director responsible for most of the Ministry's outsourced business (£1.2 billion worth of annual contracted value). Prior to 2012 David was CEO of State of Flux - a consulting business which specialises in providing advice and services about commercial and supply chain solutions, to large private and public sector organisations. Before this David was a practicing commercial lawyer, having qualified in New Zealand in 1997 and where he continues to hold a practicing certificate as a Barrister. David has an LLM and PhD from the London School of Economics & Political Science.


Alisa Malone
, MTC


Alisa Malone has over 20 years of professional experience in public, private, and non-profit sectors. She currently serves as the Partnerships Director at MTC. In her current role, she communicates and advocates for MTC priorities to governmental officials, local and national organizations, and other government entities on key legislative issues. In addition, she assists in nurturing existing business relationships and identifying new opportunities. Throughout her career she has focused on addressing the needs of marginalized populations be it in workforce development, public health, or education. For years, Alisa has strategically advanced innovative solutions for the secure delivery of digital educational and rehabilitation services within correctional facilities via the use of wireless tablet technology and learning management systems.
