“Raise the Age” [nearly] 5 years Later: A Focus on Diversion and Support in the Youth Justice System of New York City

October 2023 will mark 5 years since the implementation of New York State’s historic reform effort to Raise the Age (RTA) of criminal responsibility to 18 years of age. As most criminal matters involving young people are now processed in family court, the role of the New York City Department of Probation (DOP) has adapted to meet the needs of this [new & expanded] population. In New York City (NYC), DOP has cultivated an expansive network of programs and services to help divert young people away from court involvement in an efficient and effective manner. DOP’s focus on wellness and accountability through restorative practices has developed innovative pre-court diversion services that best support young people, their families, and victims of crime. The workshop will deliver a comprehensive conversation about DOP’s Adjustment Services, how its transformative restorative solutions have better targeted young people at highest risk for harm, ultimately propelling diversion services beyond expectations 5 years since RTA’s implementation.

SESSION PRESENTERS

Nancy Andiloro
Director of Research and Assessment, NYC Department of Probation


Nancy Andiloro, Ph.D. has nearly 20 years of research experience in criminal justice and criminology and is the Director of Research for DOP, designing and executing research projects to monitor and evaluate operational and policy initiatives. Dr. Andiloro earned her Ph.D. at the Graduate Center—CUNY, specializing in Quantitative Research Methods, she earned her M.Phil. in Educational Psychology there, her M.A. in general psychology at Queens College—CUNY and a B.S. in psychology at Wagner College.


Amy Blackman
Supervising Probation Officer of the Youth Part, NYC Department of Probation


Amy Blackman is a Supervising Probation Officer in the New York City Department of Probation (DOP)’s Youth Part that oversees the intake and diversion services for young people [ages 16 and 17] in Brooklyn in support the implementation of the state-wide legislation to Raise the Age (RTA). Prior to her role supervising probation officers in Brooklyn, she served as a Probation Officer in the Queens Youth Part and has over 10 years of experience supporting young people and families in various NYC systems.


Stacye Nicole Desamours
Director of Citywide Youth Part, NYC Department of Probation


Stacye Desamours is the Citywide Youth Part Director at the New York City Department of Probation (DOP) and has more than 30 years of experience working with young people and families in community supervision and child welfare. In her current role, she oversees the city-wide intake, diversion, and pre-disposition intensive community monitoring teams that support the implementation of the state-wide legislation to Raise the Age (RTA). Ms. Desamours was also a key partner in the development of the new RTA law in 2018 and helped to guide new policies and procedures related to probation practice by serving as a committee member in the re-writing of the New York State Juvenile Probation Intake Rules and Regulations for OPCA. Ms. Desamours is a graduate of New York Institute of Technology NY. BA Behavioral Sciences, MPS Human Relations-Clinical Counseling.
