In 1996, Thomas Magorrian interned with the Florida Department of Corrections Probation and Parole while completing his Criminal Justice Degree at the University of Central Florida. After college graduation, he began his career as a certified Correctional Probation Officer in February 1997. Thomas worked his way through the ranks from Correctional Probation Officer, Correctional Probation Senior Officer, Correctional Probation Specialist, Correctional Probation Supervisor and Correctional Probation Senior Supervisor. In 2008, Thomas was appointed to Deputy Circuit Administrator in Circuit 18. In January 2012, Thomas was appointed to Circuit Administrator in Circuit 9 Orlando until April 2021 when he was appointed to his current roles as Region 1 Director for Community Corrections.

In 1983, she received a Bachelor of Arts degree in Criminal Justice from Florida Agricultural & Mechanical University. She began her career with the Department of Corrections in Miami as an Intern. June 3, 1983, she gained employment with the Department of Corrections as a Correctional Probation Officer. In Dade County she was Promoted to a Correctional Probation Officer II, Correctional Probation Officer Specialist, Unit Supervisor and Office Supervisor. She was promoted in Broward County as the Circuit Administrator. October 2019, she was promoted to Bureau Chief of Community Corrections in Tallahassee. She manages and has oversight of the Probation and Parole Field Services which include Policy and Procedures, Training, Electronic Monitoring, Absconder Unit and, Offender Based Information System. In her 38 years of outstanding service, she has received numerous awards, plaques and certificates. Her passion is to coach, mentor and train Probation Officers to become well-trained dedicated Officers. She is a member of Florida Council on Crime and Delinquency.

Joe Winkler is the Assistant Secretary of Community Corrections at the Florida Department of Corrections. Mr. Winkler started with the department in 2001 as a probation officer. He has held every certified position within Community Corrections before being appointment to the Assistant Secretary position. As the Assistant Secretary, Mr. Winkler enforces the community corrections mission by making every reasonable effort to ensure that all offenders placed on community supervision receive the appropriate level of supervision and services needed to protect the public and increase the offender’s chance of succeeding while on supervision. Mr. Winkler is responsible for the statewide oversight of approximately 3,000 staff, operations in over 140 State Probation Offices, supervision of approximately 150,000 offenders and a $215 million budget. He serves on the Board of Directors with the Florida Association of Community Corrections and is the Florida Commissioner of Interstate Compact.
