How Criminal Justice Reform has Shaped Electronic Monitoring

The probation and parole legislative landscape is in a constant state of change. This session will discuss the available electronic monitoring technologies and how they can be utilized properly through a collaborative partnership between the agencies and vendors. Participants will get a closer look into both the capabilities and limitations of location and alcohol monitoring technologies and how they can have a key role in legislation, such as Pretrial SB-129 in California and the Tiffany Hill Act Victim Notification bill in Washington.

SESSION PRESENTERS
Mr. Michael A Beckley
Director of Business Development, Vigilnet America
Michael Beckley is currently the Director of Business Development and Court Support for Vigilnet America. Mike started his criminal justice career as a Probation Officer at the York County Pennsylvania Probation Department in 2002 where he supervised a multitude of caseloads including those in treatment court. In 2008, he moved to SCRAM Systems to work as a Court Liaison and Field Services Representative. During his time at SCRAM Systems, Mike learned how to analyze SCRAM continuous alcohol readings, testify in court, develop programs with various probation departments and courts, and conduct educational trainings on the many levels of electronic monitoring.
In 2014, Mike transitioned to Vigilnet America to be the Director of Operations in Pennsylvania, evolving to his current position in 2016. His current duties consist of creating programs, overseeing the court support team, contract obligations, training, and overseeing sales and marketing. Vigilnet America has service operations in New York, Pennsylvania, Iowa, Nebraska, Oregon, and Washington. Mike currently resides in Manchester, Pennsylvania with his wife and two children.
Tom Corwin
Director of Strategy, SCRAM Systems
Tom Corwin is the Director of Strategy at SCRAM Systems working on product, sales, and technology strategy direction across all facets of their business. Tom started in the industry working in sales for BI, Incorporated for three years after graduating from Northeastern University with a BS in Criminal Justice. He now holds a master’s in project management from Northeastern University as well. After a brief stint working in national security for four years, he returned to work for SCRAM Systems in 2014. Since then, he has worked as an account manager, sales engineer and now runs the technical sales and strategy team for SCRAM. Throughout his eight years at SCRAM Tom has helped launch multiple products and partnerships, help implement and create the go to market strategies for products both domestically and around the world to include New Zealand, Australia, United Kingdom, and Canada. Tom’s current focus is developing the most innovative and customer beneficial product roadmap both in the hardware and software markets for the community corrections market around the world. Tom has been a part of teams that have trained the FBI on GPS technology, assisted in a GPS evidence training at APPA 2022, and has presented at CTA 2022, NADCP Rise 2022 twice, and APPA 2022 twice.
Brian Richart
Chief Probation Officer, El Dorado County Probation
Brian Richart is the judicially appointed Chief Probation Officer for the County of El Dorado, CA. He received his appointment in 2013. Prior to his appointment, Chief Richart served three years as the Chief of Staff and Deputy Chief for Adult services in the county of Alameda and served a thirteen-year career with the County of Shasta, including four years as Chief Probation Officer. Chief Richart was recently re-appointed by the Chief Justice of the State Supreme Court to the Family and Juvenile Law Advisory Committee of the California Judicial Council. He was the 2020 President of the Chief Probation Officers of California (CPOC) and a member of their Legislative Advisory Committee and Juvenile Advisory Committee. Chief Richart is an active member of the Robert F. Kennedy National Resource Center for Juvenile Justice Practice Network, is a facilitator of the Arbinger Institute’s Outward Mindset principles and has participated in several state and national initiatives to improve practices and outcomes in both juvenile and criminal justice. Chief Richart advocates for the protection of all communities through the evolution of health, well-being, and accountability for all those probation serves.

Patrick Wren
Account Manager, SCRAM Systems
Patrick joined SCRAM Systems in 2012 and has over 20 years of experience working with county jails and sheriff offices, local courts, and probation departments. His skills include contract management, program management, program development, issue/risk/change management, operational development, and problem solving. As an Account Manager, Patrick is also responsible for onsite training of staff and works continuously with the county to address needs regarding SCRAM Systems. Patrick also serves his local community as the Magistrate for the Town of Duanesburg, NY.
