Bridging the Gap: Leveraging Medicaid for Successful Reentry and Supervision

Between 2015 and 2019, 54% of adults under community corrections were either enrolled in Medicaid or uninsured. Today, many states suspend Medicaid coverage during incarceration and provide assistance with reactivation and eligibility determination upon release to support healthcare access for individuals reentering the community. However, people leaving and on probation and parole still face significant barriers to healthcare access, including challenges with documentation, transportation, health coverage, and appointment scheduling. This session will examine how Medicaid Section 1115 Reentry Demonstration waivers and other recent federal initiatives can facilitate connections to Medicaid coverage, access to treatment, recovery support services, and other critical services for people on community supervision. Attendees will gain a comprehensive understanding of these Medicaid opportunities and practical strategies for policy implementation through collaboration between community corrections, corrections, behavioral health, and state Medicaid offices.

SESSION PRESENTERS

Hallie Fader-Towe
Program Director, Council of State Governments


Hallie Fader-Towe works with local and state policymakers to craft policies, processes, and programs that bring research-informed approaches to their jurisdictions. In her positions with the CSG Justice Center, she has worked with jurisdictions around the country on collaborative, data-driven planning and implementation efforts to address criminal justice functions from initial detention through reentry, including a focus on people with mental illnesses. She has also managed the development of training materials on mental health courts and on judicial responses to the prevalence of individuals with mental illnesses involved with the criminal justice system. She has written on court case processing, competency to stand trial, dispute systems design for state trial courts, pretrial responses to people with mental illnesses, information sharing between criminal justice and mental health systems, and mental health court design and implementation. Before joining the CSG Justice Center, she was a management consultant with McKinsey & Company in New York. Hallie received a BA from Brown University and a JD from Harvard Law School.


Samuel Leach
Chief Probation Officer (Ret.), Calaveras County Probation


Samuel Leach was the Chief Probation Officer of Calaveras County from 2014-2022. He has more than 25 years of experience in community corrections, behavioral health, and social services. He also has extensive experience as a freelance consultant and trainer, specializing in the implementation of Evidence-Based Practices. After retiring from the field, Samuel now serves as a consultant to the Chief Probation Officers of California, where he is supporting the implementation of California’s CalAIM initiative. He has a Bachelor’s Degree in Psychology and a Master’s Degree in Public Administration.
