Safety First: A Systematic Approach to Identifying and Navigating Threats

Be part of a safety-first experience. In this session, you will acquire and demonstrate seven safety techniques designed to enhance situational awareness and improve response strategies for mitigating risk indicators. You will engage in practical exercises to identify risk indicators and develop skills to ensure safety when interacting with unfamiliar individuals. Through interactive participation, you will evaluate scenarios and cases, applying learned skills to identify risk indicators, select appropriate safety techniques, and formulate action plans.

SESSION PRESENTERS

Christopher Gipson
Parole Service Supervisor, OH Department of Rehabilitation and Correction


Christopher Gipson began working for the Department of Rehabilitation and Correction in 2004 as a Parole Officer. He worked for several years as a Parole Officer before accepting a Task Force position with the United States Marshal Service in Dayton and Cincinnati. He was promoted to a Parole Program Specialist Quality Assurance in 2014. He transferred to Parole Services Supervisor in 2015. He was then promoted to Regional Administrator in 2023. Christopher has been awarded Parole Officer of the Month, Employee of the Month and Employee of the Year. Christopher has also been awarded the Gold Star Award for life saving measures. He has completed Executive Leadership Program, Implementation Leadership Academy, and Ohio Collective Bargaining Academy. In addition, he is an instructor in most physical skills and several soft skills to include New Exempt, ORAS, Carey Guide Instructor and a Glock Armorer. Christopher is involved in the Training Advisory Council, Statewide Advisory Team and oversees task force partnerships. Christopher graduated from the University of Cincinnati with a Bachelor of Science in Criminal Justice and a Minor in Social Sciences.


Seth Howard
Parole Services Supervisor, Ohio Adult Parole Authority


Seth Howard is a Parole Service Supervisor in the State of Ohio. He currently supervises a unit of parole officers that provide community supervision to specialized caseloads of Sex Offenders, Severe Mental Health, and Violent Offenders. Seth has been the operational lead for numerous violent and high-risk arrests along with overseeing all the Dayton, Ohio APA Fugitive apprehension operations. Seth has worked alongside local, state, and federal law enforcement agencies, local and federal task force, and local SWAT teams. Seth is a lead instructor for Field Tactics/Officer Safety, OC, and Firearms.


Eric Persing
Parole Officer, Ohio Adult Parole Authority


Eric Persing is a Parole Officer in Cincinnati, Ohio. He is currently assigned to the DEA task force where he serves as an investigator and a tactical officer. As a TFO, Eric has been lead investigator on several transnational drug trafficking investigations and tactical operations involving; DEA, FBI, USPS, ATF, HSI, and USMS. He has been operational team lead on countless operations with federal/state/local agencies, author and affiant of multiple search warrants, and was a team leader on one of APA’s Violator At Large fugitive teams. Eric previously served on ODRC’s Special Response Team (SRT) and was a Task Force Officer with the USMS Fugitive Task Force. As an active instructor, Eric is certified to teach Field Tactics/Officer Safety, Firearms, Defensive Tactics/Subject Control, and actively assists in his region’s investigations, tactical planning, and operations.


Tiphanie Polinori
Parole Officer, OH Department of Rehabilitation and Correction


Tiphanie Polinori is a Parole Officer in the Akron Region. She is assigned some of the most complex, high-risk cases in her jurisdiction. Throughout her career, she has had specialized training as a member on the Human Trafficking Task Force, Opiate Overdose Task Force and FBI Task Force, interdicting violent gang, firearm, and drug offenders. As an active instructor, Tiphanie is certified to teach Field Tactics/Officer Safety, Use of Force, Defensive Tactics/Subject Control, and OC Spray. In July of 2024, Tiphanie was awarded the Robert White Memorial Parole Officer of the Year Award for the State of Ohio Department of Rehabilitation and Corrections.


Aaron Radcliffe
Parole Officer, Ohio Adult Parole Authority


Aaron Radcliffe is a Parole Officer in the Akron Region. He is currently assigned to the Summit County Drug Task Force. As a Task Force Officer with the Drug Unit, Akron Investigates Drug Offenses, cultivates confidential informants, and serves search warrants. Aaron is also a member of the Summit County Human Trafficking Task Force. During his tenure with the Adult Parole Authority, Aaron has assisted other agencies such as FBI, DEA, ATF, and USMS with investigatory work and execution of search warrants. As an active instructor, Aaron is certified to teach Field Tactics/Officer Safety, Firearms, Defensive Tactics/Subject Control.
