Research on risk and need principles indicate that criminal behavior is predictable when using assessments of static and dynamic risk factors. Identifying the risks and needs of a client can help determine the intensity of supervision and monitoring needed to provide the best possible outcomes. However, criminal justice reform initiatives may change the nature of pretrial and probation supervision. How will these initiatives impact probation departments, and should client risk and need principles continue to guide the use of electronic monitoring?

Steven R Queen
Director of Business Development, CSRA Probation Services, Inc.
Steve Queen is Director of Business Development at CSRA Probation Services, Inc. Steve joined CSRA in 2017 via the acquisition of another probation firm. Steve has over 25 years of experience as a Probation State Director. He has been instrumental in the development of standards and programs for many Georgia courts and brings valuable knowledge and experience to his role with CSRA. Steve began his professional career as a Probation Officer with the Georgia Department of Corrections in 1990. Steve has directed the establishment of more than a thirty (30) new offices and implementation of new programs to serve new court customers. He has served in numerous management positions and through his current assignment, is a key member of the CSRA executive management team. Steve graduated from Gainesville College with his Associates Degree in Political Science and from Georgia State University with his Bachelor of Interdisciplinary Studies (Pre-Law). He also holds memberships or certifications with P.O.S.T. (Certified Probation Officer), Georgia Professional Association of Community
Supervision, Community Corrections Association of Georgia, National Association of Probation Executives, and Big Brother/Big Sister of Atlanta (Volunteer / Mentor). Steve currently serves as Chairman of the Board of Community Supervision .
Dir. Emili Roman
Director, Cherokee Probation Services
Emili Roman has been in the probation field since 2008 and opened the Cherokee Probation Services office as Director in 2019. She is POST Certified in both Probation/Parole and Basic Law Enforcement and has prior experience in private misdemeanor probation as well as state felony probation. Emili earned Bachelor of Science Degrees in Chemistry and Justice Studies from Georgia Southern University. Professional and community associations, awards, and certifications include:
