Utilizing NACo’s Probation Landscape Web Tool to Advance Local Community Supervision

The National Association of Counties (NACo) published the Probation Landscape Web Tool to empower county elected officials and local community supervision practitioners. This tool provides a state-by-state breakdown of supervision operating models and examples of best practice supervision policies. At this session, attendees will learn how to leverage the web tool and hear from the leadership of two county probation departments regarding model policies for alternatives sentencing.

SESSION PRESENTERS

Christopher Chung
Program Manager – Equity and Civic Engagement, National Association of Counties


Christopher Chung is a Program Manager for Equity and Civic Engagement at the National Association of Counties (NACo). In this role, he is responsible for promoting county best practices in equitable governance and civic engagement. He has been at NACo for almost two years having previously served as a Program Associate for NACo’s Behavioral Health and Justice portfolio. Christopher has a master’s degree in Justice, Law & Criminology from American University.


Bernadine Howard
Program Manager, DuPage County Probation & Court Services


Bernadine is a Licensed Clinical Social Worker who has been practicing in the field since 1996. She currently oversees all of the Problem-Solving Court Programs in DuPage County, Illinois. She has held her current position since 2017 which includes the following programs: Mental Health Court (MICAP), Drug Court, Veterans Court and the First Offender Call Unified for Success (FOCUS). Since 2018, Bernadine has been an active board member of the Illinois Association of Problem-Solving Courts (ILAPSC). Bernadine also served as a board member of the DuPage County Heroin & Opioid Prevention & Education Taskforce (HOPE) from 2018 to 2023.


Christine M. Kerl
Chief Probation Officer, Marion Superior Court Probation Department


Christine Kerl is the Chief Probation Officer for the Marion Superior Court Probation Department where she has been employed for over 28 years. Prior to her employment with the Marion Superior Court, she worked as a caseworker for the Division of Family and Children and as a probation officer with the Miami Circuit/Superior Courts working with both adult and juvenile offenders. Since joining the department in 1996, Ms. Kerl has worked in a number of areas of the organization including 7 years as Supervisor of the Adult Services Division Sex Offender casework team. As Assistant Deputy Chief Probation Officer, Ms. Kerl was responsible for oversight of all casework operations of the Adult Services Division from 2007 – 2012. Ms. Kerl holds memberships in the American Probation and Parole Association (APPA), National Association of Probation Executives (NAPE), American Correctional Association (ACA), Indiana Criminal Justice Association (ICJA), Indiana Probation Officers Professional Association (POPAI) where she served as Treasurer for 10 years as well as District Representative. She served as President of the Midwest Regional Network for Intervention with Sex Offenders (MRNISO) from 2018-2012. She is former facilitator for the local sex crimes coalition and is a past member of the Marion County Community Corrections Advisory Board. She is a member of the Marion County Re-Entry Coalition where she served as Chairperson from January 2016- January 2018. She is active with the National Institute of Corrections Urban Chief’s Network. Ms. Kerl is a Board Member with the Marion County Assessment and Intervention Center (AIC) and Mental Health of America Indianapolis. She was a member of the Indiana Supreme Court’s Committee to Study Evidence–Based Pretrial Release at its’ inception which has transformed into the Pretrial Release Committee which she currently serves as a member.


Staci Wilson
Community Service Work Coordinator, Marion Superior Court Probation Department


Staci Wilson has been with the Marion Superior Court Probation Department for 6 years. She obtained her Bachelor of Arts degree in History from University of Indianapolis. Before starting with Probation, she served as an AmeriCorps VISTA member with a local nonprofit and brought her knowledge of nonprofits to the criminal justice field. She serves as the Community Service Work Coordinator for the Probation department. Her role is responsible for collaborating with local nonprofits and government organizations to find community service clients a location to serve their hours. Her role has expanded to also include providing up to date employment resources for clients including job readiness programs and job fairs specifically targeted for felonies.
