The presentation will show how Illinois Parole is setting the standard in Parole Supervision and Re-entry, by having all agents field based for supervision, so they can work one on one with the individuals in the community. Also, with working with Behavioral Incorporated (BI), how we have transformed data collection so that more time is allotted to the agents, so they have more time for supervision in the community.

Henry Conforti
VP, Monitoring Operations, BI Incorporated


Henry Conforti, Vice President BI Monitoring Operations, Mr. Henry Conforti began his criminal justice career as a Head Resident Counselor for the Safer Foundation program within the Illinois Department of Corrections, where he supervised counselors, assisting them with providing direct services to clients and implementing short- and long-range program goals. Mr. Conforti joined Protocol in 1993, where he managed all operations, budgets, and developed case management and electronic monitoring solutions for state and local government. In 2014 Protocol was acquired by BI. Mr. Conforti currently oversees all aspects of BI Monitoring Operations—including the management and administration of BI’s call centers in Anderson, Indiana, and Aurora Illinois; BI Monitoring Customer Service; BI Installer Operations; BI Training; and quality assurance. Mr. Conforti has many years of experience converting, implementing, and supporting a continuum of electronic monitoring and case management programs in Criminal Justice settings. He earned a Bachelor of Science in Criminal Justice from the University of Dayton in 1987.


Chief Jason Garnett, PhD
Chief of Parole, IL Department of Corrections


Jason C. Garnett was named Chief of the Parole Division in June 2017. In his position, he oversees the supervision of parole staff and parolees in all 102 counties in Illinois. A veteran of the Department, Garnett began his career in 194 and rose through the ranks, promoting to upper management and executive positions including Correctional Officer, Leisure Time Service I & II, and Correctional Counselor II at Centralia Correctional; Correctional Captain, Shift Commander, and Warden at Lawrence Correctional Center; District 5 Deputy Director of Operations; District 2-5 Deputy Chief of Parole; IDOC Acting Assistant Director; and Warden of Big Muddy Correctional Center. Garnett earned a bachelor's degree in Administration of Justice in 1997 and a master's degree in Administration of Rehabilitation in 2003 from Southern Illinois University-Carbondale, and a doctorate in Public Administration in 2023 from the University of Illinois at Springfield.
