Evening Reporting Centers Or: How I Learned To Embrace Reforms And Love Collaborations

This workshop will discuss how a rural county attorney, probation director and other justice, school and community partners took the concept of an evening reporting center (ERC) from an idea to a successful juvenile justice reform initiative. Attendees will learn about how ERCs tackle truancy, mental health, delinquency, and behavioral issues. Attendees will also learn how ERCs have saved the county in out-of-home-placement costs, and have provided juveniles with strategies for long-term success in employment, education and families. The presenters will also delve into the how their ERC works day-to-day, discuss the curriculum used, and provide tips for successfully funding and persuading decisionmakers to back ERC efforts. Attendees will have an opportunity to discuss whether an ERC is feasible in their jurisdiction and to identify community partners for implementing an ERC based upon criteria provided by the presenters.

SESSION PRESENTERS
Terry A Fawcett
Probation Director, Pine County Probation
Terry Fawcett is the Probation Director in Pine County, Mn. He co-led an effort with County Attorney Reese Frederickson to reform the juvenile justice system in Pine County. This transformation led to Pine County being awarded the National Capstone of the Year Award in 2018 by the Center for Juvenile Justice Reform at Georgetown University. This effort shaped the formation of the Evening Reporting Center, one of only two that exist in the state.
Mr.Fawcett serves as the Area Rep for Minnesota for APPA.
Reese Frederickson
Attorney, Pine County Attorney's Office
In 2014, Reese was elected County Attorney in Pine County, Minnesota. Reese has fifteen years of experience as a prosecutor and government attorney. Reese is an honors graduate of the University of Minnesota-Duluth; has a M.B.A. from the University of New Mexico where he was named the Outstanding Graduate; and has a J.D. from the Mitchell Hamline School of Law where he graduated magna cum laude and was an editor of the Mitchell Hamline Law Review. Reese also served on active duty as a captain in the U.S. Air Force between 1998 and 2002. In 2016, Reese was named “Attorney of the Year” by Minnesota Lawyer. He was also named “Outstanding Prosecutor of the Year” by Mothers Against Drunk Driving. In 2017, Reese was selected as a Policy Fellow at the University of Minnesota’s Humphrey School of Public Affairs. In 2015, Reese and Pine County Probation Director Terry Fawcett founded the C-5 Juvenile Restorative Justice Program. Mr. Fawcett serves as the Probation Director for Pine County, Minnesota. He has worked in corrections since 1993.
