Impulsive Adolescents or Deviant Sex Offenders?? A close look at the supervision of the Youthful Sex Offender in Maricopa County! This session will focus on the Supervision of the Youthful Sex Offender population in Maricopa County. We will discuss the risks and needs of those offenders convicted of sexual offenses that are under the age of 23. Participants will learn about the role of probation in supervising this challenging population. A major focus will be on the collaboration between the Adult Probation Department and contracted sex offender treatment agencies. This collaboration enhances the effective enforcement of the dynamic containment model utilized by probation and the Court in monitoring convicted youthful sex offenders. Those in attendance will also gain knowledge about the challenges in supervision and treatment for this population when deviancy is identified. An overview of this specialized caseload will be included to demonstrate how conditions of probation are enforced; with a focus on evidence based practices and the assessments utilized to best maximize community safety and offender success. In addition, this session will provide a brief description of the Annual Review Hearing (ARH) Specialty Court for Youthful Sex Offenders in Maricopa County.

SESSION PRESENTERS
Manuel Barron
Adult Probation Supervisor, Maricopa County Adult Probation
Manuel Barron received his B.S. in Criminal Justice from Northern Arizona University. He began his career with Maricopa County Adult Probation in October of 1999, as a surveillance officer supervising a caseload of Spanish speaking sex offenders. After a year in that role, he promoted to probation officer and remained in the sex offender division, initially supervising a standard sex offender caseload and eventually supervising an Intensive Probation Supervision Sex Offender Caseload. In October of 2009 Officer Barron was promoted to supervisor and was assigned to a standard supervision (non-sex offender unit). After 16 months in that role he returned to the sex offender division, where he remains at the present time. His unit is comprised of teams supervising the youthful sex offender population and the sex offender division’s Spanish speaking teams. Supervisor Barron has presented at multiple APPA Conferences; with the most recent being the 2017 Summer Training Institute in New York, NY.
Silvia Partida
Adult Probation Officer, Maricopa County Adult Probation
Silvia Partida received her B.S. in Criminal Justice and Criminology from Arizona State University in 2006. Prior to becoming a probation officer, she was employed with the Administrative Office of the Court in the Juvenile Justice Services Division. She began her career with Maricopa County Adult Probation in June 2010, as an adult probation officer supervising a standard Spanish speaking caseload. She transferred to a caseload working with the Seriously Mentally Ill in 2012, and then assumed a role in the Pre-trial Services Division in 2014. In August 2015, she transferred to the sex offender division and began supervising a standard sex offender caseload. She later transitioned to the youthful sex offender caseload in April 2016 where she remains today. She is one of only three Probation Officers who service this challenging population in Maricopa County. In addition, Officer Partida is an EBP Advocate for the Department, is a Stages of Change Facilitator and is a Thinking for a Change Instructor. Officer Partida has presented at multiple APPA Conferences; with the most recent being the 2017 Summer Training Institute in New York, NY.
Crystal Yates-Arce
Adult Probation Officer, Maricopa County Adult Probation
Crystal Yates received her B.S. in Criminal Justice Administration with a Concentration in Management from University of Phoenix. She also completed her legal interpretation certificate from the Agnese Haury Institute for Court interpretation from University of Arizona. She had extensive experience with Finance, Accounting, and Business Analysis prior to transitioning to her current field. Officer Yates began her career with Maricopa County Adult Probation in October of 2015, as an adult probation officer supervising a specialized caseload with the Drug Court Program. In January of 2018, she transferred to the sex offender division and began supervising a standard sex offender caseload. She later transitioned to the youthful sex offender caseload in February of 2019, where she is currently supervising. She is one of only three Probation Officers who service this challenging population in Maricopa County. In addition, Officer Yates is also a Thinking for a Change Instructor. Officer Yates has presented at the AADCP Problem Solving Courts Conference in Prescott, AZ.
