The Evolution of the San Diego Juvenile Justice Campus

Timothy Hancock is a Division Chief for the San Diego County Probation Department. Tim has worked for the Probation Department for 23 years in a variety of assignments, which includes 17 years assigned to institutional services. For the last year, Tim has been assigned to a Special Projects role which includes constant collaboration with other juvenile justice stakeholders including the Court, members of the community, educators, treatment providers, and elected officials. Tim has played a leading role in redesigning the Probation Department’s juvenile detention campus to be more trauma-informed, service-oriented, and community friendly. Tim has also been a part of reform efforts through San Diego County’s participation in the Youth in Custody Practice Model and has traveled to several model jurisdictions throughout the country and incorporated best practices into San Diego’s institutions. Also, Tim is currently in his third term on the San Diego County Employees Retirement Association Board. He has trained at The Wharton School of Business, UC Berkeley, Stanford, UCLA, and Yale. When he isn’t working, you will find Tim spending time with his wife and 2 beautiful daughters.

Marc Regier is the San Diego County Probation Department’s Chief of Contracts and Programs for youth services. He has been with the San Diego County Probation Department for more than 3 years. In that time, Marc has played a leading role in redesigning the San Diego County Probation Department’s juvenile detention and community supervision facilities to be more trauma-informed, service-oriented, and community friendly. Marc oversaw the closure of the Department’s last rural camp and creation of a temporary “urban camp” to help youth succeed in a positive youth development environment. Marc has assisted in the creation of a revamped incentives and intervention matrix to promote community-based options to assist youth successfully complete their court-order probation terms. These efforts led to the creation of the new Achievement Center (“evening reporting center”) model in San Diego County that partners with community providers to create after-school programming to help youth thrive. Marc and his wife are avid baseball fans and try to catch as many games possible every year.
