Online Lodging Reservations
We are now accepting hotel reservations. APPA has blocked the number of lodging rooms to accommodate members and guests based on recent history and availability of the hotel. Guests who reserve multiple lodging rooms that are later cancelled within days of arrival may create financial harm to APPA. Please DO NOT book more lodging rooms than necessary. By registering for the training institute, you agree to allow the hotel to share your reservation information with APPA to ensure you receive the discounted rate and are counted towards APPA’s room block.
To receive the hotel passkey for booking your hotel reservation, you must complete the registration process. Once registered, the necessary details for securing your accommodation will be provided. If you need assistance with registration, you can contact the APPA team at 859-244-8204 or by email.

Getting Around: Exploring Las Vegas
Las Vegas, often simply known as Vegas, is the most populous city in the U.S. state of Nevada and the seat of Clark County. The Las Vegas Valley metropolitan area is the largest within the greater Mojave Desert, and second largest in the Southwestern United States. Las Vegas is an internationally renowned city and the Las Vegas Valley serves as the leading financial, commercial, and cultural center for Nevada.
Flights
Harry Reid International Airport is conveniently located just 2 miles from Las Vegas Boulevard and 3.5 miles from the Las Vegas Convention Center, with most hotels located within a 15-minute drive from the airport. Harry Reid International Airport currently has more than 1,050 inbound and outbound flights per day and direct service to nearly 150 U.S. and international cities (as of June 2022).
Trains
Whether on vacation or visiting Las Vegas for a meeting or convention, the Monorail makes your trip to Las Vegas even more enjoyable, saving you time without the hassles of traffic. Taxis are a reliable form of transportation used throughout Vegas for decades. With several companies to choose from, you never have to worry about there not being enough drivers at a late hour. The Harry Reid International Airport Rental Car Center houses 10 car rental companies in one location. The center is open 24 hours a day, 365 days a year, with continuous shuttle service to and from airport terminals. Ridesharing, commonly associated with Uber and Lyft, is a convenient option for visitors to get around the destination, no matter where you are in Las Vegas.

Cancellation Policy
- In-Person: A full refund, less a $50 processing fee, is available until Dec 20, 2024. No refunds are available after Dec 20, 2024. In order to receive a refund, written requests must be sent to the APPA Training Institute, c/o The Council of State Governments, 1776 Avenue of the States, Lexington, KY 40511 or emailed to Kimberly Mills. All requests for refunds must be postmarked or emailed by Dec 20, 2024.
- Virtual: Due to the cost of the virtual training institute platform, no refunds will be issued.
- Exhibitors: For booths cancelled in writing by Nov 22, 2024, 50% of the full payment may be refunded. After Nov 22, 2024, no refunds will be made, nor will previously paid monies be applied to any future APPA exhibit shows or other marketing areas. Additionally, these monies cannot be applied to offset another exhibitor’s booth rental fee. If you need to submit a cancellation, please email written cancellation request to: Darlene Webb.
